The primary purpose of this position is to supervises and directs the work of seven employees responsible for the overall administrative, logistical, and budgetary support of the AFJAGS mission including contracting, protocol, registrar, and course support, and provides functional expertise and direction to two additional HAF-level Directorate DRU Resource Advisors.
Duties
Plans, organizes, and directs the activities of The Judge Advocate General's School, Mission Support Division, ensuring that the administrative and logistical support of the school complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Represents AFJAGS with a variety of installation and functional area organizations.
Develops, organizes, executes and directs all aspects of budgeting and financial policies, procedure and standards for all phases of the AFJAGS's planning, programming, and execution.
Responsible for ensuring the proper planning, distribution and execution of all AF/AFJAGS funding.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft. The incumbent must be able to function well under stressful conditions, involving high-visibility matters.
- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the req. of this certification program.
- This is a Mission Essential(ME) posn performing a Mission Critical Function(MCF)which must cont uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.IAW, DoDI 3020-42,Defense Continuity Programs.
- The work requires the incumbent to obtain and maintain the appropriate security clearance.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS 0501 series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes directing a segment of a professional, highly technical, and complex administrative program which involves the development of major aspects of key agency legal and administrative policy development and highly technical programs. This position directs the division which serves as the operations epicenter of the JAG School, without which the JAG School cannot operate. The Air Force JAG School not only serves as initial skills training for judge advocates and paralegals (badge and skill level awarding), but also trains thousands of attorneys and paralegals in contracts, environmental, operations and international law, labor law and military justice from across the Department of Defense, federal government, and internationally.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of methods, practices, procedures, processes, regulations, and policies, to formulate, justify, and execute the administrative, budget and financial objectives of the mission and programs of the organization.
Knowledge of safety, security, personnel management, and EEO regulations, practices and procedures.
Skill and ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of a medium-sized organization.
Skill and ability to communicate effectively and disseminate information clearly to subordinates, peers, superiors and internal and external organizations both orally and in writing.
Knowledge of the requirements, techniques, processes, procedures, and best practices of generally accepted accounting principles for appropriated funds.
Knowledge of federal contracting, facilities management and procurement regulations, procedures, and best practices; knowledge of internal auditing procedures to monitor the organization's finances and establish internal controls. Skilled in budget planning for multi-million-dollar budgets via multiple funding sources, and research and data analysis sufficient to develop applicable budget and funding reports; ability to apply funding directives to data analyses and report information.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
