The primary purpose of this position is to serve as the Director, Financial Management, Headquarter Air University (HQ AU). Provides execution and programmatic oversight on financial management issues for AU. Plans, controls, and executes responsibility for the direction and management of AU financial resources to ensure adequate funds are available to accomplish the education mission.
Duties
Plans, organizes, and directs financial management, including budgeting, programming (POM), and costing activities supporting Air University.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Serves as principal financial management and programmatic advisor to the HQ AU Commander and as the technical authority to all levels of management, contractors, and their activities.
Acts as the senior financial representative and expert advisor. Makes authoritative financial management decisions pertinent to securing successful development, acquisition, and sustainment of AU education needs.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes plans, organizes, and directs the programming, budgeting, execution, accounting, and financial services activities of the Directorate of Financial Management for Air University. The position provides management oversight for financial resourcing of education activities assigned to Air University and serves as the strategic advisor to the HQ AU Commander on issues involved with multi-year programming, budget, execution and financial management and services. Air University provides education activities to installations worldwide.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Mastery of budgetary and financial functions, operations, policies, procedures, precedents, regulations and practices and the concepts, theories, and practices of the specialist work performed in the subordinate organizations.
Knowledge of structure, programs, and work methods of organization(s) for financial analysis, budgeting, and programming.
Knowledge of personnel management, EEO and safety and security regulations, practices, and procedures.
Ability to communicate clearly and effectively both orally and in writing.
Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
Ability to select and apply a variety of analytical methods and techniques to budgetary and programming processes.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
