This position is in the End User Engagement and Adoption directorate within the Office of the Functional Champion (OFC) for the Department of Veterans Affairs (VA) Electronic Health Record Modernization Integration Office (EHRM-IO), within the Office of the Deputy Secretary of VA (DEPSECVA), functioning as a principal staff advisor to a health care management official on training strategies and responsible for the development and enhancement of training strategies for end user training programs.
Duties
Develop in person and online national end-user training programs and resources.
Monitor comprehensive program plans, budgets, and schedules to implement adjustments to training strategy.
Use expert knowledge of and specialized experience in the management of health care delivery systems to support and enhance executive level program and operational initiatives.
Conduct preliminary strategic resource evaluations and analysis of projects, programs, and other initiatives critical to education and training from a planning, programming, and budgeting perspective.
Serve as an authoritative source and advisor for all phases of EHR deployment, to include end-user training, computer-based training, instructor-led training, and self-paced learning activities.
Analyze and review new and revised regulations and other directives related to institutional training and education.
Provide technical advice and policy guidance on the development of mid-to long-range institutional, functional, or individual training requirements and methodology related to improving and implementing both current and future institutional or functional training and education initiatives.
Align and coordinate multiple initiatives, and tests, and operationalize strategies that advance large-scale organizational change through classroom to practice implementation.
Identify education needs, models, and resources related to training that may have nationwide application in the deployment of EHR.
Use in-depth science of education/learning and training knowledge to identify best practices and ensure they are utilized effectively in support of process improvement of the EHR training effort.
Identify, develop, and monitor key metrics measuring the successful implementation of EHR in relation to training strategy.
Consult and maintain communication/cooperation with other program offices/organizations related to healthcare systems, patient outcomes, and quality of care and patient data files.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/28/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. This series requires an IOR (Individual Occupational Requirement):
Undergraduate and Graduate Education:Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: *Missions, organizations, programs, and requirements of health care delivery systems; *Regulations and standards of various regulatory and credentialing groups; and *Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

The Selective Placement Factor for this position is: Demonstrated experience overseeing a multi-tiered training program for software or an electronic record system deployment at multiple concurrent locations.
In addition to meeting the IOR and selective placement factors, candidates must also meet the grade level requirements as outlined below.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves experience in healthcare system education and advanced concepts and methods improving the quality and accessibility of education applicable to an assigned program area; analyzing, evaluating, and coordinating healthcare delivery systems and operations in relation to electronic health record (EHR) system implementation; project management necessary to identify requirements, and tactics to operationalize large-scale organization change initiatives; applying qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs; management principles to integrate multiple methods of learning as new training strategies and models are developed; and organizational principles to develop, coordinate, and issue institutional, functional or individual training policy.

Physical Requirements: The work requires moderate level of physical activity including, walking, climbing stairs and conducting on site evaluations. The work requires 25% overnight travel.
