Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Office of the Director, BSEE Office of Policy & Analysis with duty locations in Sterling, VA; Washington, DC; or Jefferson, LA.
At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
1) Conducts complex and difficult special studies for the OPAA Deputy Assistant Director, BSEE Director, or BSEE Deputy Director. Studies typically involve diverse and complicated management issues requiring extensive analyses and recommendations which directly impact BSEE policies,
procedures, and work processes, and potentially impact Departmental policies.
2) Participates in or leads efforts in Bureau-wide, cross-bureau or cross-agency studies or analyses of major program issues, and the development of methodology and technical guidance for high level policy analysis.
3) Chairs or participates in working groups of multi-disciplinary professionals to provide management and policy analyses of programs, processes, and organizational issues, and special projects. Prepares and presents options and recommendations to the OPAA Deputy Assistant Director, BSEE Director, and other Departmental officials.
4) Provides briefings and/or briefing materials, issue papers, and talking points, and program cost estimates to OPAA Deputy Assistant Director, BSEE Director, Assistant Secretary for Land and Minerals Management, and other key Departmental officials
5) Identifies and conducts analyses of issues assigned to the OPAA Deputy Assistant Director. Secure the support of the OPAA Deputy Assistant Director, BSEE Director or Deputy Director's staff, and other office and bureau personnel as appropriate to accomplish analyses, which typically
involve broad issues of Bureau, Departmental and interdepartmental level, or intergovernmental significance.
6) Coordinates activities with other high-level officials of BSEE, the Department, and other Bureaus/Offices within the Department, other Federal agencies, and other external groups as appropriate regarding issues critical to BSEE.
BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval..
Salary Information
Sterling VA and Washington DC Salary Range:
GS-13: $117,962 - $153,354 per annum
GS-14: $139,395 - $181,216 per annum
Jefferson LA Salary Range:
GS-13: $103,409 - $134,435 per annum
GS-14: $122,198 - $158,860 per annum
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) conducting analyses of complex program issues in support of programmatic decision making; 2) supporting interdisciplinary teams; and 3) preparing briefing papers, white papers, reprots, and/or other communication
pieces relevant to processes, policies, and/or program performance for program decision making. Must meet all.
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) applying theories, principles, practices, and techniques of policy analysis to advance program mission activities; 2) conducting complex analyses to inform programmatic decision meaking; 3) facilitating interdisciplinary teams to advance organizational analyses and projects; and 4) preparing briefing papers, white papers, reports, and/or other communciation pieces relevant to processes, policies, and/or program performance for senior leadership.
