The primary purpose of this position, PROCESS IMPROVEMENT ANALYST-NH-0301-03, is to serve as a certified Level 3 continuous process improvement (CPI) Continuous Process Improvement Facilitator and evaluate workload value streams to match customer demands and base strategy deployment goals.

Duties

1. Serve as a transformation team member for continous process improvement (CPI) events, or as a Level 3 CPI Facilitator in conducting value stream assessments, value stream mapping, and/or cell design for optimization of production output. 2. Plan, schedule, and facilitate CPI events within schedules and priorities set by higher management. Serve as an advisor, monitor, and coordinator of CPI events such as rapid improvement events. 3. In support of Strategic Deployment plans, identify situations or processes that need analysis and improvements. 4. Serve as a team member for onsite visits to other government organizations and/or contractor facilities to observe applications of repair, manufacturing, overhaul technologies, administrative and support processes.

  • PHYSICAL DEMANDS: The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work.
  • WORK ENVIRONMENT: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.
  • PACSS Certifications Required: Level 3 CPI Facilitator.
  • May be required to work extended hours or uncommon shifts.
  • May be required to work beyond the normal tour of duty hours under compensatory or overtime.
  • Performs other related duties as assigned

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. NH-03 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks),or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-11), level, pay band (NH-02), or equivalent (pay schedule, pay band, etc). Specialized experience is described as technical work in: assisting with the facilitation and implementation of continuous process improvement (CPI) methodologies; working with the director-level and/or senior project/program managers for a specific weapon system, workload, or program, analyzing planning and programming documents to determine the nature and scope of requirement; and devising plans for resolving unanticipated process problems, changes in customer requirements, and resource reductions utilizing various CPI tools. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge in the application of a variety of complex logistics and industrial management concepts and analytical/evaluative management techniques concerning the efficiency and effectiveness of related industrial program operations. Thorough knowledge of maintenance, production, industrial management, administration, supply, program management policies, principals, and practices required. 2. Ability to qualify for continuous process improvement (CPI) Certification at the Level 3 CPI Facilitator in CPI qualitative and quantitative methods used in conducting studies or major project areas that require application of CPI technologies. 3. Knowledge of strategic goals and objectives, sequence and timing of operational events and milestones. Skill in organizational and administrative environments, demonstrating adaptability, flexibility, and exceptional skills in planning, programming, organizing, scheduling, and problem definition. 4. Knowledge of a wide range of CPI tools in conducting studies of major project areas requiring application of process improvement principals. Skill in planning and conducting comprehensive CPI activities to affect the changes necessary. 5. Ability to effectively utilize statistical and trend analysis to quantify workload opportunities and risks. Ability to make decisions and be capable of working under stressful conditions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
