The primary purpose of this position is to exercise second level supervisory and managerial authorities over the
Headquarters Utah Test and Training Range (Systems & Engineering Management Flight, Logistics Flight, Air Traffic
Control and Landing Systems Flight, Resource Management Flight, and System Maintenance Flight), serve as the
Support Branch Chief of the UTTR.
Duties
Plans, organize, and oversee the activities of the HQ UTTR (Headquarters Utah Test and Training Range) Support Branch, ensuring the Utah Test and Training Range complies with legal and regulatory requirements and meets customer needs. Develops goals to integrate Utah Test and Training Range objectives.
Exercise supervisory personnel management responsibilities.
Represent Support Branch with a variety of Department of the Air Force and interested organizations.
Balances the interest of a variety of clients, both internal and external to the organization, Department of the Air
Force, Department of Defense, and outside agencies to achieve mission goals and objectives.
Represents the Headquarters Utah Test and Training Range at higher levels within and outside of the
organization.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes Direct and coordinate work through subordinate supervisors, ensuring compliance with legal and regulatory requirements in accordance with mission objectives. Identify, analyze, and evaluate actual and/or potential problem areas in branch activities using analytical ability, judgment, discretion, and knowledge of a substantial body of administrative or program principles, concepts, policies, and objectives. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Air Force test and training program goals, objectives, and regulations as well as the relationship of
the various commands and range entities involved in overall operation, planning, and execution of realistic combat
training environment.
2. Knowledge of personnel management, EEO, safety, and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions, and mentor, motivate, and appraise the staff, of an organization
through subordinate supervisors. Ability to deal with people tactfully and diplomatically and communicate clearly,
concisely, and accurately, both orally and in writing.
4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program
requirements and objectives within available resources.
5. Knowledge of sources and information about and related to financial management, resources programming, and
acquisition management processes and initiatives.
6. Knowledge of natural/cultural resources management.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
