The primary purpose of this position, SUPERVISORY OPERATIONAL TEST AND EVALUATION PROGRAM MANAGER GS-0301-14, is to serve as a first-level supervisor providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Detachment Test Operations Division.
Duties
Plan, organize, and direct the activities of the division, ensuring that work complies with legal and regulatory requirements and meets customer needs.
Exercise supervisory personnel management responsibilities.
Employ scientific, engineering, and/or analytical techniques to define, quantify, and evaluate the feasibility of Ground Based Strategic Deterrent (GBSD) Operational Test & Evaluation (OT&E) projects, studies, or problems.
Review and evaluate study projects, proposals, and/or reports for adequacy of methodology, including the use or development and use of models, ensuring the techniques used are valid and appropriate to the problem or issue identified.
Serve as a consultant and technical expert to senior subject matter specialists and/or agency officials responsible for broad program operations.

- PHYSICAL REQUIREMENTS - The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work.
- WORK ENVIRONMENT - The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes organizing, coordinating, directing, and overseeing administrative functions in the area of operational test and evaluation for major agency weapon systems. Experience leading, planning, coordinating, executing, and reporting on operational test activities. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of plans and procedures for conducting major operations such as war, military operations other than war, mobilization, and deployment to evaluate mission readiness of new or modified weapon systems to include operations or maintenance expertise as it applies to assigned programs.
2. Knowledge of program goals, objectives, and operational missions while planning, coordinating, and budgeting activities, the sequence and timing of key operational program events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
3. Knowledge sufficient to analyze and draw conclusions regarding test mission results and write technical reports appropriate for senior AF, DoD, and joint service executive and technical level reviews.
4. Knowledge of a wide range of qualitative and quantitative methods for the planning and assessment of OT&E events for highly complex weapon systems and subsystems.
5. Skill in effectively interacting, operating, and communicating (both verbally and in writing) with personnel from diverse backgrounds/qualifications/experience.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
