This position is located at the Department of Veterans Affairs, Construction and Facilities Management in Washington, District of Columbia.
Duties
The incumbent provides technical expertise and serves as the principal professional advisor to the Director regarding all aspects of budget formulation, justification, presentation, and execution in support of CFM programs. Participates with the Director in planning the type of financial data and information to be submitted in support of CFM's budget estimates. Keeps abreast of pending and enacted legislation and governmental regulations affecting the availability of appropriated funds. Prepares CFM formal budget submission for presentation to the Director, Office of Resource Management. Reviews, analyzes, and consolidates the budget submissions for use in various aspects of budget formulation, presentation, or execution, outlining those areas where changes should be made, supporting, and explaining recommendations to the Director, both informally and at formal meetings as part of the budget review. Provides close and continuous monitoring of obligation and expenditure funds, make necessary adjustments in plans; and determine and inform Director when reprogramming may be necessary. Analyzes accounting data to ensure that long-range program decisions, accounting/financial reports, and funding documents reflect budget execution decisions and/or to identify trends, unusual obligation, or expenditure patterns, etc. Provides day-to-day supervision for the Financial Management Service staff, performing the full range of supervisory duties.
Work schedule: Typical work schedule is Monday through Friday, 8:00 am to 4:30 pm.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade, as required by the announcement (e.g., Within Grade and Promotion SF50s).

You may qualify based on your experience, as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized procedures and requirements for formulation, justification and execution of those funds; expert knowledge of the funding processes from formulation through execution for Congressionally appropriated funding; experience with Federal budget processes; experience identifying and analyzing relationships within a budget for the development of annual programming operating plans and experience using financial management systems and other software applications for spreadsheets, word processing, and database management for forecasting and identifying discrepancies. Experience in supervision and leading a group of subordinates. Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will also need to provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work is primarily sedentary and performed in an office environment.
