Duties

If selected for this position, you will be responsible for conducting and carrying to completion forensic accounting and auditing services on cases that involve the most difficult and complex financial issues prosecuted by the United States Attorney's Office in the Eastern District of Louisiana. Typical work assignments will include: Planning and conducting financial analysis of a complex nature to trace alleged illegal proceeds or identify suspected violations of Federal Statutes; Developing financial profiles of organizations that include history of events or the restructuring of records to assist with investigations; Preparing concise and accurate reports, charts, summaries, and schedules that corroborate facts of an investigation for Trial testimony, grand jury testimony or Judicial proceedings; Conducting interviews and working with Federal Law Enforcement agents/agencies to obtain detailed financial information and other sources to aid with investigations; Providing expert advice and presenting findings to Assistant U.S. Attorney's in support of criminal proceedings. Responsibilities will increase and assignments will become more complex as your training and experience progress.

Requirements

  • You must be a U.S. Citizen or National.
  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.

  • Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.

Qualifications

In order to qualify for this position, individuals must demonstrate possession of the following basic requirements as defined below: Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirements, applicants must also possess the following: GS-13:To be eligible at the GS-13 level, you must have at least one full year of specialized experience equivalent to the GS-12 level. Specialized Experience is defined asexperience conducting public financial accounting examination of books, journals, and other business records and electronic information, and restructuring partial or inadequate records from a wide variety of sources. Analyzing accounting data in complex financial investigations to identify suspected fraud in organizational dealings. Performing auditing and financial analysis requiring knowledge of corporate finance, such as public finance, securities, investments and banking. Reviewing, auditing, and analyzing the financial operations of a variety of complex commercial, industrial, financial and other large organizations by examining financial statements, accounting records, operating reports, billing records, invoices, data processing material, electronic automate Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
