This vacancy is extended an additional week. This position is located in the Office of the Chief Financial Officer, National Finance Center in New Orleans, LA. The incumbent is an audit director who manages complex audit functions that are crucial to the mission of the OCFO. The incumbent ensures the technical adequacy, development, and execution of the OCFO broad and comprehensive internal and external financial audits, compliance and programmatic reviews, and internal control assessments.

Duties

The incumbent conducts all financial audit related functions for OCFO thereby improves internal controls and directly contributes to the improvement of overall financial management. Directs and supervises the audit staff in carrying out assigned responsibilities including financial compliance oversight reviews, Agency internal control assessments, audit liaison functions, and corrective action plan follow-up and closures etc. Establishes and communicates guidelines and performance requirements to employees; conducts formal performance reviews; and identifies and provides for the developmental and training needs of employees. Establishes audit priorities, approves changes and resolves conflicts in audit plans and schedules. Provides technical advice and assistance to management officials responsible for audited programs regarding management controls and procedures. Plans and conducts initiatives to identify and make recommendations to the CFO and other senior managers. Coordinates audit workload with representatives of other directorates and deputy chief areas.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Applicants MUST meet one of the educational requirements below for the 0511 occupational series. Transcripts are required at the time of application. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicants background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicants education, training, and experience fully meet the specified requirements. In addition to the basic requirements above, applicants must meet the specialized experience below. Specialized Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade level (GS-14) or pay band in the Federal service or equivalent in the public sector. Specialized experience for this position includes: 1.) Planning, directing and supervising projects such as financial compliance oversight reviews, specific program reviews, internal control assessments, audit liaison functions, and corrective action plans; 2) Advising top management officials of audit findings, explaining the significance of conclusions, and justifying recommendations; 3.) Coordinating and directing multiple projects involving more than one program area; 4.) Planning work to be accomplished, assigning work to employees, and establishing production or quality standards for the work. NOTE: This experience must be demonstrated on your resume/supporting documents. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
