This position is located in the Office of the Chief Financial Officer, National Finance Center (NFC), Office of the Deputy Director, Internal Audit & Compliance Group.
The incumbent serves as the team lead for audits, analyses and evaluations, and audit liaison services for programs and administrative activities of the NFC and its clients. The incumbent may lead or perform controls testing and provide audit liaison services for service organizations with which NFC has an interagency agreement.
Duties
Serves as an expert in a wide variety of audit-related activities and analyzes and interprets legislation and departmental and agency policies.
Monitors the work of external audit groups reviewing the more complex or sensitive program and administrative activities.
Completes special assignments and projects which demand immediate attention.
Develops audit plans/proposals representing the goals and scope of the audit, the resources needed, the audit hours required, and the timeframes for completion.
Composes, tailors, and delivers original presentations, papers, reviewer comments and reports to address complex
questions or issues in a way that allows a varied audience to understand the intended message and objectives.
Builds collaborative relationships within the audit team and with stakeholders to achieve plans, goals, and objectives.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Basic Requirements:This position has a positive education requirement. Applicants MUST meet one of the educational requirements below for the 0511 occupational series. Transcripts are required at the time of application.
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicants background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicants education, training, and experience fully meet the specified requirements.
In addition to the basic requirements above, applicants must meet the specialized experience below.
Specialized Experience GS-14: You must have one (1) year of specialized experience equivalent to at least the next lower grade level (GS-13) or pay band in the Federal service or equivalent to the private sector that has equipped you with the particular competencies to successfully perform as an Auditor. Examples of such experience includes: leading and providing expert advisory services and authoritative policy interpretations for financial audits; Independently performing financial, operational or performance audits; Establishing guidelines, progress reports, audit reports and audit summaries; Knowledge of audits, auditing laws, regulations and guidance; Utilizing the Federal Managers' Financial Integrity Act and incorporating it into related internal controls and audit follow-up guidance; Organizing, coordinating and collaborating with staff and internal and external customers on audit and internal control related issues.
Time in Grade GS-14: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level (GS-13).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
