Join the Office of People Science (OPS) to lead the development and execution of customer experience to enable OIT to attract, recruit, develop, and retain a highly qualified, world class workforce. As a Lead Program Analyst in OPS, you will enhance the capabilities and skills of VA's cybersecurity workforce to deliver quality IT services to Veterans and their families.
Location is negotiable upon selection. This is NOT a remote position.
Duties
Major Duties:
Ensure that the organizations strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.
Coach the team in the selection and application of appropriate problem solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution.
Lead the team in: identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or specialization; making adjustments to complete the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product.
Serve as coach, facilitator and/or negotiator in coordinating team initiatives and building activities among team members.
Advises and assists OIT managers, supervisors and employees on Federal, VA, and OIT HR regulatory requirements, policies, processes and procedures.
Works directly with a variety of OIT staff of all levels as necessary to obtain required information; ensure compliance with HR principles, policies and requirements; and provide guidance and/or assistance as needed in the development of documentation to support requests or actions.
Resolves conflicts or issues between or with staff members on the team; brings significant, systemic, or recurring conflicts or issues to the supervisor's attention. Recommends supervisory intervention and/or disciplinary action immediately if the action of a team member rises to a level where such is warranted.

Work Schedule: 8am-4:30pm Monday - Friday; Tour of duty will be determined based on organizational needs.

Physical Demands: The work is primarily sedentary.
Working Conditions: Work is performed in an office environment. May require occasional travel.

Qualifications
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience is defined as: comprehensive knowledge of various laws, rules, regulations, policies, and procedures associated with technical human resources subject-matter areas (e.g. personnel staffing, employee/labor management relations, position classification/position management, and specialty programs).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
