The primary purpose of this position is to serve as a staff acquisition program manager, responsible for providing life cycle management for the development, acquisition, integration, field support and modernization of Air Force systems.

Duties

Develops complete strategic and tactical resource plans to support acquisition programs assigned to the Command. Provides technical guidance, advisory support, and assistance on a wide range of management issues. Interprets Air Force acquisition, logistics, and program management directives. Reviews financial and non-financial program data to determine if projections are accurate and overall system performance is being achieved as projected. Represents the organization and higher management echelons and provides status information on assigned projects/programs, as required, in high level meetings and discussions with senior government officials, both within and outside the DOD.

  • The position requires the employee to occasionally travel away from the normal duty station via military and commercial aircraft

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Clerical and Administrative Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Specialized experience includes research, and data analytics; identification of industry best practices, opportunities to reduce demand, and collaborating with sourcing organizations (ex. Enterprise Sourcing Squadrons) on execution of analysis deliverables and Category Management contract efforts. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. Ideal Candidate As a Category Management (CM) Advisor, you will be responsible for representing the CM Program Support Office on behalf of the DAF CM Program valued at $207B. The DAF CM Program is the DoD leader in execution and training of CM principles and initiatives. The DAF CM Program is actively working to reduce Total Cost Of Ownership and enable `more mission for the dollar' in the following categories: Information Technology, Professional Services, Security & Protection, Facilities & Construction, Industrial Products & Services, and Transportation & Logistics Services. As a CM Advisor, responsibilities include, but not limited to: Representing CM PSO on assigned projects and interactions with DAF, DoD, and Federal CM POCs Leading industry engagement, research, and data analytics Leading intricate CM workshops with multi-functional teams such as Category Strategic Plan (CSP) Workshops, Category Intelligence Reports (CIRs), Requirement Analysis Workshops, Market Analysis Workshops, and Gap Analysis Workshops Facilitating development of policy, identification of industry best practices, opportunities to reduce demand, and potential for strategic contract solutions Understanding Category stakeholder organization mission, structures, key processes, challenges, key data systems, main funding sources/types, major strategic initiatives, etc. Collaborating with sourcing organizations (ex. Enterprise Sourcing Squadrons) on execution of analysis deliverables and CM contract efforts Leading the development of data-driven recommendations presented at the GO/SES level Creating content and support production of communication and training vehicles such as Fact Sheets, Vignettes, Annual Reports, Newsletters, Articles, Video scripts, etc. Travel in support of CM activities is required FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the laws, principles, policies, and practices of systems acquisition and program management. Knowledge of safety and security regulations, practices, and procedures. Knowledge of the mission, functions, organizational structures, operations, and roles of DOD, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process. Kill in staff level planning, organizing, and overseeing critical aspects of development, production, and support of systems, subsystems, or equipment. Ability to integrate, analyze, and manage a variety of acquisition functions in support of research, development, production, and support of a system, subsystem, or equipment. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
