The primary purpose of this position is: To serve as Chief Developmental Tester (CDT) for the Bombers Directorate programs for Test & Evaluation (T&E). Incumbent acts as the primary interface with senior management and the Directorate Commander concerning T&E issues.
Duties
Plans, organizes, and directs the activities, ensuring that Test and Evaluation (T & E) complies with legal and regulatory requirements and meets customer needs.
Serves as the expert for current and proposed T&E guidance.
Serves as the Directorate technical authority for test and evaluation. Provides technical advice, advisory support, and assistance on T&E matters, such as test planning and implementation, test conduct, resource control, and reporting.
Works in concert with the Center Test Authority to provide expert advice to Directorate/ Division senior management and to program/project officers to ensure effective T&E management; gathers and disseminates T&E lessons learned.
Advises program managers/test managers of significant actions or problems with proposed plans and recommends solutions.
Researches, interprets, analyzes and applies test and evaluation guidelines, policies, regulations, etc.
Establishes policies and procedures for accomplishment of T & E mission and objectives.
Establishes metrics and analysis systems to ensure actions are timely and reviewed at critical points.
Provides advice to supervisor of significant issues and problems related to work accomplishment.
Chairs or participates in a variety of ad hoc groups, study teams, and committees established to address T&E matters of importance to acquisition programs; and represents AFLCMC at high and industry levels on matters pertaining to T&E.
Represents the organization and higher management echelons and provides status information on assigned T&E projects/programs, as required, in high level meetings and discussions with senior government officials, both within and outside the Air Force and the DoD.
Participates in conferences and meetings to deliver presentations on T&E project/program status, accomplishments, challenges encountered and/or anticipated, support requirements, technical developments, program changes, etc., and the interpretation and advocacy of program and project objectives relative to T & E.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Business and Industry Series 1101. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have, or will have, at least 1 year of specialized experience equivalent to at least the next lower grade, GS-13 level, within 120 days of the closing date of this announcement, which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. My experience includes planning, organizing, and coordinating test management activities as they relate to contracting, engineering, logistics, financial management, and program management. Ensures appropriate management procedures are followed in areas of Test and Evaluation such as test planning and implementation, test conduct, resource control and reporting. Supports organization's programs in resolving technical, schedule, cost, performance, and supportability issues related to test management and workforce management. Responsible for reviewing policy and regulations and interfacing with higher Headquarters and Center Test Authority in the area of test management.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of laws, principles, policies, and practices of systems acquisition and program management.
In-depth knowledge and understanding of the entire weapon system acquisition process, from both managerial and technical perspectives; thorough working knowledge of the disciplines involved, including contracting, financial management, logistics, configuration and data management, etc.
Knowledge of the missions, functions, organizational structures, operations and roles of DoD, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process.
Ability to plan, organize, and manage aspects of research, development, production, and support of subsystems or equipment.
Ability to analyze, plan, and adjust work operations of the organization to meet requirements and objectives within available resources.
Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
Ability to establish and maintain effective working relationships with individuals and groups, within and outside the immediate work unit.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
