The primary purpose of this position is to serve as a senior acquisition and technical advisor to the AFMC Planning and Programming Division, recognized as the developmental planning, capability requirements, and Planning, Programming, Budgeting, and Execution (PPBE) Program Objective Memorandum (POM) expert.
Duties
Serves as Division focal point to integrate across functions and use acquisition and technical expertise to advise A8P, MAJCOM, and Air Force leadership as necessary. Integrates developmental planning and POM processes and documents across MAJCOM portfolio.
Establishes, develops, and maintains effective working relationships with HQ AFMC offices, AFMC Centers, and other MAJCOMs, AirStaff, other Services/Agencies and DoD Offices.
Serves as a technical and acquisition advisor to senior MAJCOM, Air Force, and DoD subject matter experts and/or agency officials responsible for broad AFMC operations.
Attends meetings, conferences, briefings, and seminars related to AFMC developmental planning, program execution, and planning and programming.
Accomplishes professional development and maintains acquisition and technological proficiency through professional interaction with technical and professional experts, associations, academia, symposia, contractors, formal training, and Research Development Test & Evaluation (RDT&E) organizations.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have, or will have within 120 days, at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience must include developmental planning, capability requirements, and Planning, Programming, Budgeting, and Execution (PPBE) Program Objective Memorandum (POM).
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
IDEAL CANDIDATE: Position serves as a senior acquisition and technical advisor to the AFMC Planning and Programming Division, recognized as the developmental planning, capability requirements, and Planning, Programming, Budgeting, and Execution (PPBE) Program Objective Memorandum (POM) expert. Position spans the entire breadth of MAJCOM's portfolio and related missions and recognized as the MAJCOM authority on cross capability and functional activities. In addition, provides senior level Program Management insight, expert guidance and advice regarding cost, schedule and performance of AFMC programs to Center/MAJCOM leadership, Air Force Headquarters Staff, and/or other services/agencies.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery level knowledge of the effective use and application of acquisition procedures, elements, and techniques to improve materiel resource planning, execution, and assessment across all major AFMC.
2. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to strategic planning and programming.
3. Knowledge of the mission, roles, function, organizational structures, and operation of DoD and Air Force organizations to provide command level staff guidance.
4. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within technical capabilities and available resources.
5. Ability to communicate orally and in writing, clearly, concisely with technical accuracy to senior leaders at various security levels.
6. In-depth knowledge of the acquisition process from developmental planning to the end of program lifecycles to support the Planning, Programming, Budgeting, and Execution (PPBE) process. This knowledge should be current and run the gamut from program office to center-level process through Air Staff and OSD process. A high degree of analytical ability to discern changes to program security levels, acquisition phases, and funding across AFMC centers and AF groups.
7. Knowledge of safety and security regulations, practices, and procedures to include classified areas.
8. Ability to analyze, plan and adjust work operations of one of more organizational segments to meet program requirements and objectives within available resources.
9. Communication skills and abilities, verbal and nonverbal, in conjunction with the ability to present and influence decisions by the high levels of management, both within and outside of the directorate, and to support and defend recommendations to those levels.
10. Skill to negotiate and/or defend findings and program support concepts and skill in preparing and presenting highly complex technical material or highly complex issues, or both, to non-specialists.
