The primary purpose of this position is to serve as a program manager and principal organizational liaison for the Department of the Air Force (DAF) Program Executive Office (PEO) Command, Control, Communication, Battle Management (C3BM) Architecture & System Engineering (ASE) Division, managing programs and providing cost, schedule, & performance information.
Duties
ACQUISITION PROGRAM MANAGER, GS-1101-14:
Serves as a program manager representing Architecture and System Engineering (ASE) with USAF and USSF Headquarters (HQ) organizations, USAF Major Commands (MAJCOMs), United States Space Force (USSF) Field Commands, and Combatant Commands (COCOM), working issues and responses to requests for information and carrying out regular coordination.
Formulates plans, goals, and objectives for COCOM and MAJCOM driven quarterly meetings and bi-annual architecture evaluation events used to forecast long-range implementation of program objectives.
Executes an active role in definition and development of project strategies in order to ensure operational needs are translated into executable architecture design and evaluation projects while identifying and managing risk.
Responsible to maximize competition throughout the acquisition process that provides maximum flexibility across the life of
the project.
Communicates and integrates the organization's acquisition strategic plan, mission, vision, and values into the team's strategies, goals, objectives, work plans, and work products and services.

- This position is a Non-Critical Acquisition Position and covered by the Acquisition Professional Development Program (APDP). This position requires a Program Management (A) Practitioner (2) certification within 60 months after assignment.
- This is a Centrally Managed position under the Program Management (R) Career Field.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, specialized experience at the next lower grade, GS-13, or equivalent in other pay systems. Examples of specialized experience includes assessing and managing the cost, schedule, and technical performance progress of assigned projects or programs through the required phases of the acquisition cycle; developing and implementing program controls; planning, organizing, and coordinating activities related to contracting, engineering, testing, and/or logistics; and/or reviewing and directing the progress of applicable contracts in meeting program objectives.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Mastery of, and skill in developing and applying unique approaches to the most difficult and complex projects.
Knowledge of organizational goals and objectives and ability to apply them to assigned programs/projects.
Thorough understanding of recent, current, and pending acquisition reform and streamlining initiatives.
Extensive knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities.
Knowledge of the missions, roles, functions, organizational structures, and operation of the DoD, DAF, Command, local organizations, and entities which govern, interface with, and/or influence the acquisition process.
Ability to gather and analyze a variety of information pertaining to projects-specifically cost, schedule and performance data.
Superior skill in effective oral and written communications.
Ability to integrate, analyze, and manage a variety of acquisition functions.
Ability to establish and maintain good working relationships with individuals/groups within the office as well as outside the immediate work unit.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
