Employee will serve as an Environmental Protection Specialist aligned under the Office of the Directors, Environmental Health and Safety Section, located at the William S. Middleton Memorial Veterans Affairs Hospital in Madison, Wisconsin.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The primary purpose of this position plays a central role in planning and administering environmental programs. Environmental protection programs deal with the environmental impacts of human activities on air, land, water, and other media. Environmental protection programs are designed to ensure compliance with Federal, state, and local regulations governing air emissions, hazardous materials, non-hazardous and hazardous waste, oil spills, water quality, and the storage of regulated substances (e.g. petroleum products, chemicals, and wastes), among other areas, and to alleviate the adverse impacts of human activities on the environment. Environmental protection specialists support VA's Green Environmental Management System (GEMS) implementation. Major duties include but are not limited to: Administers the GEMS program with responsibility for management of GEMS activities and internal reporting activities. Advises senior level management officials within the facility on the status of environmental programs and recommends changes in the design of facility work programs to meet new environmental requirements. Interacts with Federal, state, and local environmental agencies with respect to facility environmental issues. Schedules and leads environmental audits to identify and evaluate program implementation and compliance activities. Trains other employees and environmental staff, providing instruction on a variety of subjects related to specific and specialized environmental topics. Adapts various available media to fit special and unique training requirements and participates in the development of novel or innovative environmental training and promotion activities. Participates on the facility's GEMS committee. Performs other duties as necessary. Qualifications

To qualify for this position at the GS-11 grade level, applicants must meet at least one of the following: SPECIALIZED EXPERIENCE: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of this position. Specialized experience includes having a knowledge and skill in applying a range of environmental theories, concepts, principles, standards, and methods to perform various assignments; performing facility environmental inspections to ensure compliance with applicable laws and regulations; prepare reports; participating in the planning, implementing, and evaluating of an environmental protection program; making recommendations for improvements. At this level applicants should have sufficient knowledge of environmental programs to educate/instruct others in environmental management issues and compliance. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~ EDUCATION: Successful completion of a doctoral degree (Ph.D. or equivalent) or three (3) full years of progressively higher-level graduate education leading to such a degree that is directly related to the field of study and demonstrates the knowledge, skills, and abilities to perform the duties of this position. This education must have been obtained at an accredited college or university. NOTE: If you select this option, you must submit a copy of your transcript with your application. Education cannot be credited without documentation. ~OR~ COMBINATION: Equivalent combinations of successfully completed progressively higher-level graduate education (beyond the second year) and specialized experience as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained at an accredited college or university. NOTE: If you select this option, you must submit a copy of your transcript with your application. You will be rated on the following Competencies as part of the assessment questionnaire for this position: CommunicationComplianceEnvironmental EngineeringPlanning and EvaluatingTechnical Competence IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work includes frequent audits of waste storage areas and involves a good deal of walking, standing, bending, and climbing.
