Employee will serve as an Environmental Protection Specialist aligned under the Office of the Directors, Environmental Health and Safety Section, located at the William S. Middleton Memorial Veterans Affairs Hospital in Madison, WI.
Duties

The primary purpose of this position plays a central role in planning and administering environmental programs. Environmental protection programs deal with the environmental impacts of human activities on air, land, water, and other media. Environmental protection programs are designed to ensure compliance with Federal, state, and local regulations governing air emissions, hazardous materials, non-hazardous and hazardous waste, oil spills, water quality, and the storage of regulated substances (e.g. petroleum products, chemicals, and wastes), among other areas, and to alleviate the adverse impacts of human activities on the environment. Environmental protection specialists support VA's Green Environmental Management System (GEMS) implementation. Major duties include but are not limited to:
Administers the GEMS program with responsibility for management of GEMS activities and internal reporting activities.
Advises senior level management officials within the facility on the status of environmental programs and recommends changes in the design of facility work programs to meet new environmental requirements.
Interacts with Federal, state, and local environmental agencies with respect to facility environmental issues.
Schedules and leads environmental audits to identify and evaluate program implementation and compliance activities.
Trains other employees and environmental staff, providing instruction on a variety of subjects related to specific and specialized environmental topics.
Adapts various available media to fit special and unique training requirements and participates in the development of novel or innovative environmental training and promotion activities.
Participates on the facility's GEMS committee.
Performs other duties as necessary.

Qualifications
SPECIALIZED EXPERIENCE: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-9) in the normal line of progression for the occupation in the organization. Specialized experience includes applying skill utilizing knowledge of the concepts, principles, and practices of environmental engineering combined with associated laws and regulations and includes:
Administering a GEMS environmental program;
Inspecting facility assuring compliance with environmental laws and regulations;
Scheduling and participating in environmental audits;
Advising management officials on the status of the GEMS environmental program and recommending changes for improvement.
OR
SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR
COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Equivalent combinations of successfully completed graduate-level education (in excess of 2 years) and specialized experience may be used to meet total qualification requirements.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. PHYSICAL REQUIREMENTS: The work includes frequent audits of waste storage areas and involves a good deal of walking, standing, bending, and climbing.
