This Program Analyst position is located at the Dayton VA Medical Center in Surgical Service. The position is responsible for the coordination, collaboration, and scheduling of all matters concerning the Operating Room. The incumbent must possess the ability to collect, analyze, and interpret OR scheduling information, the ability to interface with a myriad of staff, including physicians, nurses, and clerical support to determine the optimal daily operating schedule for each specialty.

Duties

Major duties include but are not limited to: Schedule and review work activities performed in an office, including reporting and record keeping. Review and direct incoming documentation/inquiries and takes personal action when applicable or directs to appropriate staff as needed. Coordinates, collaborates, and schedules all matters concerning the Operating Room (OR). Maintain office compliance regarding regulations, policies, and guidelines as established. Identifies special equipment needs to administrative staff within surgery or SPD for arrangements and delivery on the date of surgery. Maintain calendar for manager, i.e. scheduling appointments. Collects data pertaining to the OR and provides analysis and recommendations. Utilizes Medical Center Policies and Memorandum dealing with case deadlines and vendor issues. Abstracts information from the surgical package for improving organizational performance, utilization review purposes and assisting with monitoring and evaluation of the Quality Management (QM) program. Receive incoming calls from patients, clients, staff, and others in need of information. Execute and prepare responses to routine correspondence and reports. Manages surgery grids, determines, and implements best practices through analysis. Perform office automation work on personal computer utilizing multiple programs to complete documentation. Utilize a range of office equipment (i.e., copier, fax, telephone, etc.). Work Schedule: Monday - Friday, 7:30am - 4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/29/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Clerical - Knowledge of filing, typing, entering data, maintaining records, taking shorthand, and using and completing forms. 169 Manages and Organizes Information - Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods. Communications - Effectively expresses information to multiple audiences through clear, convincing oral and written communications; demonstrates logical thinking when describing facts and concepts, and shapes communications to meet the needs of a specific audience; actively listens to others and demonstrates understanding of their comments and/or questions. Computer Skills - Uses computers, software applications, databases, and automated systems to accomplish work. OR, master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level in an accredited college or university meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Above average ability, dexterity, and strength to perform the work. There will be walking, standing, bending, stooping, kneeling, crouching, reaching, carrying of items, driving of an automobile, etc. Sits or stands for most of a normal tour of duty. Will lift and move equipment up to 20 pounds and will reach above shoulder level for technology installation or in assistance with technology installation. Fieldwork may involve travel for training activities, attendance at meetings and conferences.
