The primary purpose of this position is to perform special management operations projects, processes, and programs that are assigned to the Operations Management Section. Along with a senior specialist, plans, organizes, and oversees special projects, processes, and programs for the Propulsion Directorate and its Divisions.
Duties
Participates in special projects and performs special assignments related to Directorate Level Management Operations.
Manages Self-Inspection Program, Records Management activities, Training and APDP Certification Programs, Incentives and Awards, correspondence control, and other substantive programs in support of management.
Maintains a continuous liaison with other Directorates, AFLCMC, AFMC, MAJCOMs, HQ USAF, and geographically separated LP organizations and their installations.
Prepares, presents, and interprets studies to the Director and/or other high-level management officials.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: Plans, organizes, and oversees the management operation's special projects, processes, and programs. Provides administrative oversight of support contractors. Provides analysis, studies and management processes to ensure adequate facilities, equipment, technical data and procedures are in place to support the mission requirements in a cost effective, safe and timely manner. Monitors and analyzes customer complaints to develop and implement corrective actions to gain adequate confidence in directorate program execution. Responsibilities of the special project support for the Directorate include: Program Resource, teleworking, training programs, Defense Travel Cards and Government Purchase Cards, facility management oversight, supply management, inventories (equipment, furniture, supplies), payroll, Defense Travel Systems, awards and performance programs, Management Information Systems, Information Management System, Newcomers briefings and handbooks, Operating Instructions at the Directorate level and innovative cost saving activities to include budget/fund execution and track funding/budget for all projects, programs, and processes. The incumbent delegates' authority to plan, schedule, and carry out major projects concerned with the analysis, evaluation, development, and operation of special projects, programs, and processes for the entire Directorate.

EDUCATION: I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: I have the specialized experience as described in A, but less than one year; and I have at least two years of graduate education as described in B, but less than the required three years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in project analysis to identify, evaluates, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically.
2. Ability to recognize and analyze complex analytical problems, conducts research, gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and summarize results of the entire process in briefings, papers, or reports suitable for top management use and decision-making.
3. Knowledge of management and operations principles and theories, including standard administrative practices and procedures common to the organization or area of responsibility.
4. Knowledge of laws, regulations, precedents, and procedures related to assigned programs.
5. Skill in negotiating with management to accept and implement recommendations when they involve substantial resources, extensive changes, or conflict with organizational desires.
6. Ability to communicate effectively both orally and in writing clearly, concisely, and with technical accuracy, and maintain good working relations with all individuals and organizations.
7. Ability to use assigned computer equipment to include applicable data systems and software.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
