The primary purpose of this position is: To serve as the Division Chief of the Sustainment Division as the primary Life Cycle Logistics (LCL) Product Support Manager developing a comprehensive logistics support strategy while overseeing sustainment on all USAF air traffic control and landing systems (ATCALS) on a global scale.

Duties

Plans, organizes, and oversees the product support planning and management activities of the ATCALS Sustainment Division. Exercises supervisory personnel management responsibilities. Represents HQ USAF and HQ AFFSA with a variety of installation and functional area organizations as the technical authority on ATCALS LCL, system management, ATCALS evaluations, and ATCALS siting. Provides lead command/agency direction supporting ATCALS sustainment processes. Oversees budget projections supporting ATCALS sustainment Air Force wide.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Job Family Position Classification Standard for Miscellaneous Administration and Program Series, GS-0301. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience is defined as performing life cycle systems product support with planning and management actions related to Integrated Logistics support policies and procedures necessary to meet tactical and strategic goals, objectives, performance, and policy requirements set by public law, local policies and procedures. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of ATCALS operation and logistics management principles, budgets, concepts, policies, and laws; logistics functions, programs, and systems applicable to the duties of position; sources, responsibilities, and means for aiding and advice to resolve ATCALS operational/logistics issues; and all aspects of ATCALS equipment operation and life cycle integrated logistics support. 2. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. 3. Knowledge of the missions, roles, functions, organizational structures, budgets, and operation of the DOD, AF, and organizations that govern, interface with, and/or influence the sustainment of ATCALS systems. 4. Ability to plan, organize, and direct the staff of an organization including special study teams and task forces composed of members from different organizations and commands. 5. Ability to supervise, mentor, motivate, appraise, and work with subordinate supervisors and non-supervisory employees. 6. Ability to communicate at an executive level both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
