Organizational location of this position is: Air Force Reserve Command (AFRC), 4 th Air Force (AF), 507th Air Refueling Wing (ARW), 507th Operations Group(OG), 507th Operations Support Squadron (OSS), Operations Support (OS), Tinker AFB, OK.

Duties

DUTY 1 - Plans, organizes and leads the activities of the Mission Planning Cell (MPC). DUTY 2 - USAF Network Warfare Center Joint Data Network Officer (JDNO), technical expert/advisor to leadership on operation, maintenance, and equipment configuration of the air and space Common Tactical Picture (CTP). DUTY 3 - Range Contracts, Quality Assurance Evaluator (QAE). DUTY 4 - Exercises supervisory personnel management responsibilities. DUTY 5 - Ground Control Intercept and Surface Air Defense Integration.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Must Obtain/Maintain Top Secret Security Clearance with SCI. A non-disclosure agreement must be signed.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • Employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Employee must have a working knowledge of Microsoft Office products and have the ability to access/use other specialized applications on classified and unclassified networks

  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. Ref: AFI36-129, dated 17 May 2019.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends and/or holidays.
  • Training classes required for the position that will require temporary duty (TDY).
  • On occasion, late shift or rotating shifts will be required for coordination functions with agencies or unit aircraft and personnel that may be located in other parts of the world.
  • The duties of position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency/office to function effectively.
  • This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")

Qualifications

**You must understand that this is a TERM NTE position, and a 4 calendar day-break in service (to exclude civilian and military retirees receiving an annuity) will be required prior to appointment to this position for current Federal permanent civilian employees.** This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of Joint Data Network Officer (JDNO) qualified expert knowledgeable of a comprehensive range of Common Operational Picture (COP) and Common Tactical Picture (CTP) concepts, principles, and systems/equipment, including those that have complex technical requirements and require extensive specialized training and experience. Knowledge of joint services data link systems/equipment for application to difficult and complex situations and problems that have no clear precedent. Ability to research and solve interoperability problems with a wide variety of complex interactions. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Qualified and knowledgeable of Joint Interface Control Officer (JICO) concepts, principles, and practices of specific systems/equipment. 2. Expert knowledge of the mission, roles, functions, organizational structures and operations of Coalition, Joint and Air Force data link capable weapon systems to provide guidance for joint interface control operations. 3. Professional skill in providing technical advice in the form of oral and written briefings, reports, and recommendations to senior leadership and technicians. 4. Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data; as well as identifying and analyzing complex technical problems and developing innovative solutions. 5. Ability to communicate effectively, both orally and writing. Develop and conduct exercise /training to ensure proper operation of data link systems/equipment; and communicate well, both orally and in writing. 6. Ability to manage a small staff and carry out all phases of personnel management and responsibilities. Plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources and direct functions of an organization and associate organizations, and reprioritize work to meet changing deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
