The primary purpose of this position is: To exercise second level supervisory and managerial authorities by serving as the Deputy Director position shares fully in the duties, responsibilities, and authorities. Incumbent is authorized to make technical and executive decisions on behalf of the Commander, in all areas of functional responsibility.

Duties

Plans, organizes, and oversees the activities of numerous Joint Maintenance requirements, resource planning, and technical/operational support teams comprised of a very diverse community of experts providing 24/7 maintenance operations, ensuring the 552 MXG complies with legal and regulatory requirements. Exercises supervisory personnel management responsibilities. Participates in special projects and initiatives and performs special assignments to include long-term strategic planning, functional/technical guidance, and continuity of vision. Develops studies and establishes recommendations to secure resources to ensure the 552 MXG and MAJCOM flying mission and maintenance standards are met or exceeded. Ensures wing and ACC flying and maintenance standards are met or exceeded.

  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions
  • The employee must, within 30-days of assuming this position and by 31 October annually, thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training
  • This position has been designated as Key/Emergency Essential (E-E)
  • Designated national security positions and the employee is required to obtain and maintain a Top Secret with Sensitive Comparted Information eligibility (TS/SCI) security clearance
  • In the event of a crisis, selectee must perform the Key/E-E duties until relieved. This position cannot be vacated during a national emergency or mobilization. Requires the incumbent be removed from military recall status

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Specialized experience is defined as: supervising personnel for a maintenance group that support logistics and aircraft operations; maintaining and performing reviews and advisories to identify and/or establish required logistical resources for varies types of aircraft; complying with established policies, regulations, or concepts; implementing plans for aircraft/equipment movement or repositioning to accommodate major aircraft repairs, inspection/depot requirements. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to Air Force and ACC aircraft maintenance principles, concepts and methodologies and financial management directives, concepts, procedures guidance and policy to large-scale aircraft maintenance organizations and wing level activities/operations involving Civil Engineering, Personnel, Manpower, Logistics, and Operations. 2. Knowledge of the mission, roles, functions, organizational structures, and operation of DoD and Air Force organizations to provide group level staff guidance and/or knowledge of fleet health management programs and phased and scheduled inspection maintenance process/demands; understanding of time distribution intervals to ensure flow of aircraft and engines. 3. Knowledge of safety and security regulations, practices, and procedures. 4. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 5. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. 6. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
