The position is located in the Department of State, Bureau of Global Public Affairs (GPA), Office of Platforms, (GPA/DC/PLT). The position manages the operating digital platforms, oversees and coordinates web governance, and manages the office’s financial activities.

Duties

Directs the work of full time administrative and technical Civil Service federal employees. Manages web governance, working with the office director and staff in the division. Ensures the divisions digital projects are consistent with industry methodologies. Ensures the division complies with departmental technology planning processes, engaging stakeholders when planning development. Plans work to be accomplished and sets priorities for all subordinate employees in the division. Advises and counsels employees.

Requirements

  • U.S. Citizenship is required.
  • Incumbent will be subject to random drug testing.
  • Must be able to obtain and maintain a Secret security clearance.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. [If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below: Attention to Detail - Ensure that work supports agency priorities and business practices align with government-wide requirements. Customer Service - Advise management and technical specialists on software development, taking into account both departmental and stakeholders' needs. Oral Communication - Effectively communicate updates, issues, and proposed solutions related to software development. Problem Solving - Conduct research and use experience to identify how best to achieve programmatic results.  AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: - Experience advising senior officials on effective and efficient processes to optimize the development of functional software. - Experience identifying, analyzing, and recommending solutions to complex and unique IT development problems. - Experience independently negotiating the scope and objectives of projects with policymakers or staff. - Experience in resolving critical IT issues. NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
