WHS ESD is responsible for providing administrative support and executive staff assistance to the Secretary of Defense, the Deputy Secretary of Defense, the Executive Secretary, and their immediate senior staff. This position directly supports and assists the Secretary of Defense through the development and implementation of all correspondence and mail management policies and procedures for all Office of the Secretary of Defense (OSD) Components and the DoD Components.
Duties
Incumbents typical work assignments may include the following:
Accomplishes reports and various writing assignments as required.
Establishes procedures for controlling and tasking action assignments of a wide variety of incoming unclassified correspondence addressed to the Secretary of Defense, Deputy Secretary of Defense and the DoD Executive Secretary.
Functions as an authoritative source of guidance to OSD personnel and action officers regarding editorial principles and procedures in general and specifically, those to be followed in the preparation of documents for consideration by the Secretary of Defense, Deputy Secretary of Defense, and the DoD Executive Secretary.
Executes suspense management and document control procedures.
Prioritizes the daily flow of material to be dispatched looking for short deadlines, emergency situations/responses, material requiring special handling or needing completion to meet courier or pouch deadlines.
Requirements
- U.S. Citizenship is required.

- May be required to successfully complete a one year probationary period.
- Must be determined suitable for federal employment.
- Required to participate in the direct deposit program.
- Shift work and emergency overtime may be required.
- May be required to work other than normal duty hours to include evenings, weekends, and/or holidays.
- Must possess the legal and personal qualifications to operate passenger -type motor vehicles.
- This position may require up to 10% occasional travel away from your normal duty station for official business on military or commercial aircraft.

You may qualify at the GS-09 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-07 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates: 1) Receive and review all types of correspondence to determine the task assignment to the appropriate office for response; 2) Use a task management system to track correspondence; 3) Review and edit correspondence.
OR
Completion of a Master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related.
OR
A combination of specialized experience as described above and education as described above. The total percentage must equal at least 100 percent to qualify. (Transcripts are required at the time of application.)
You may qualify at the GS-11 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-09 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: 1) Directing correspondence to the correct office; 2) Inputting comprehensive information into an electronic tracking system (such as current status, monitoring due dates, etc.); 3) Applying administrative policies, programs, and procedures to effectively offer advice, guidance, and support to customers as well as executive and senior leadership.
OR
Completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR
A combination of specialized experience as described above and education as described above. The total percentage must equal at least 100 percent to qualify. (Transcripts are required at the time of application.)Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Applicants can be selected at either the GS-09 or GS-11 level. The target grade of this position is GS-11.
