Duties
The Deputy Assistant Administrator (DAA), Legislative Affairs (LA), Transportation Security Administration (TSA), U.S. Department of Homeland Security (DHS) assists the Assistant Administrator (AA), LA in managing and directing the overall operations of the Office which includes analyzing, developing, strategizing, coordinating, and monitoring all TSA legislative issues and activities. In the absence of the AA, the DAA oversees all TSA legislative operations and issues and represents the office to internal and external stakeholders.
Duties include:
Providing accurate and timely legislative advice and preparation to the Administrator, and other senior leaders in preparation for engaging Members of Congress or their staffs.
Consistent with AA direction, developing, planning, directing, and managing the legislative affairs program for TSA.
Directing the management and review of legislative proposals and bills to determine their impact on TSA policies, programs and processes, and prepares written reports on such proposals and bills.
In coordination with the Administrator's Office and other DHS and TSA organizations including Chief Counsel and the Chief Financial Officer, articulating TSA's mission, goals, and transportation and security policies in unified and cohesive presentations to Congress. Reviewing and providing comments on formal and informal correspondence, reports, presentations and other materials provided to Congress or DHS/OMB recording Congressional matters.
Managing and attending, as appropriate, various hearings, committee meetings and conferences, and ensures the development of accurate and timely reports for presentation to senior management.
Overseeing and managing internal organizational procedures and processes associated with management control objectives, budget planning, human resource management and administrative principles and procedures.

Qualifications
As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Professional/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations.

Professional/Technical Qualifications (PTQs):
1. Demonstrated experience with the legislative process and in applying Congressional rules and ethics that govern the promotion of legislative initiatives.
2. Demonstrated experience in preparing formal reports, legislative histories, and decision papers.
3. Demonstrated experience in representing a large and complex organization before public and private sector officials and bodies and establish and maintain productive dialogue with senior-level officials (e.g., the White House, Congress, Department heads).
Executive Core Qualifications (ECQs):

ECQ 5 - BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
