This position is in the U.S. Department of Transportation (DOT), Office of the Secretary of Transportation (OST), Departmental Office of Civil Rights (DOCR), Equity and Access Division. The incumbent will serve as a management and program analyst responsible for supporting affirmative equal employment opportunity and civil rights programs.

Qualifications
To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration.
To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include:
Experience applying management information systems, office automation systems and processes, computer applications, database software and spreadsheets, principles and techniques in order to collect and track program information for use in analyses and reports.
To qualify for the GS-09 on Education alone, you must have 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:
Experience preparing written reports in furtherance of program goals or objectives.
Experience with contracts and procurement rules and regulations to serve as COR.
Experience establishing and maintaining effective relationships with operating and administrative support program partners, senior analysts, supervisors, and managers to gather information on current issues and projects.
To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:
Experience finalizing policies, procedures, white papers, and reports, and delivering briefings to supervisors and leadership.
Experience managing government contracts/procurement.
Experience analyzing equal employment opportunity or civil rights program goals and objectives, work processes, and program performance management policies in order to develop recommendations and written reports for improvement in operating and administrative support program goals, objectives, and performance.
You cannot qualify on education at the GS-12 level; you must have experience.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
Contracting/Procurement - Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration.
