As a Resource Management Officer at the GS-0301-15, you will be part of Retirement Services, reporting to the Deputy Associate Director of Enterprise Enablement. The Incumbent will be responsible for the resource management program and activities including financial management, human capital management, and administrative management. RS is the largest component of the US Office of Personnel Management with nearly 1000 employees and an operating budget of over $100M.
Duties
Represents managers on a wide variety of procurement and contract matters dealing with OPM's Office of Contracting and Procurement.
Oversees the formulation, development, production and evaluation of a broad range of funding policies and processes for the program.
Provides day-to-day operational guidance, direction, and supervision of the Resource Management program.
Helps to manage and execute internal business and administrative management processes for the organization; including human capital, space, forms, and supplies.
Plans and prepares the justification, administration, analysis, forecasting, and monitoring of budget/financial information to ensure cost-effective support of the RS program.
Oversees budget/financial data analysis and the assessment of financial conditions by applying financial principles, policies, methods, techniques, and systems.
Oversees the RS administrative functions and priorities including space and facilities management, telephones, property management, and supplies.
Qualifications
For the GS 15: You must have at least one full year of specialized experience comparable in scope and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) which required you to perform the following duties:
1) Perform resource management functions for a large government program, including budget formulation and execution, financial oversight for resource utilization, and acquisition support.
2)Manage organizational activities and program operations which include developing strategies, determining resource requirements, establishing deadlines, monitoring progress, and evaluating program and operational effectiveness.
Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-14 grade level is required to meet the time-in-grade requirements for the GS15 level.
