Duties

SUMMARY: The primary purpose of this position is to serve as the Chief, Operations Division, Mission Support Directorate. Incumbent directs, establishes, and implements AETC, Air University and CPD policy for technical training programs, academic instructor training, evaluations, and manpower and personnel programs for Eaker College's 5 independent schools and staff producing over 7,000 students annually via 76 courses and include International, DoD, and Air Force students. Provides direct supervision to include planning, directing, organizing, and exercising control over employees assigned to the Operations Division, Mission Support Directorate, Ira C. Eaker College for Professional Development. DUTIES: Serves as Chief, Operations Division, Mission Support Directorate. Independently, plans, organizes, and directs all activities of the Operations Division, ensuring that all manpower and personnel programs, technical training operations, academic instructor education, and professional continuing education evaluation functions comply with legal and regulatory requirements and meet the educational goals of HQ USAF Functional Managers, AFPC. AETC, AU, Eaker College Commander, and all eight school Directors/Commandants. Exercises supervisory personnel management responsibilities. Plans work to be accomplished by subordinates, sets and adjusts short- and long-term priorities and prepares schedules. Conducts manpower and personnel programs. Manages Eaker College's manpower and personnel programs. Develops goals and objectives that integrate manpower and organization policies with the Planning, Programming, and Budgeting System and AETC/AU objectives.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. NOTE: Copies of transcripts must be provided with your application. OR Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. NOTE: Copies of transcripts must be provided with your application. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year specialized experience at the next lower grade (GS-12) or equivalent (Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency). Specialized experience must include knowledge of principles, practices, and techniques of instruction and educational methodology which would cover experience in areas such as development of curricula, preparing materials, test and measurement devices, design of instructional systems, evaluation programs to include evaluating instructors, or evaluating overall education and training programs; knowledge of principles, practices, and techniques in any of the following areas: public administration, human resources management, industrial technology or instruction and education methodology; knowledge of qualitative and quantitative techniques to apply management engineering and manpower/personnel resource management principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of principles, practices, and techniques of instruction and educational methodology which would cover experience in areas such as development of curricula, preparing materials, test and measurement devices, design of instructional systems, evaluation programs to include evaluating instructors, or evaluating overall education and training programs. Master's degree in a professional discipline of relevance to the Air University or the Directorate of Plans and Requirements mission which will provide knowledge of principles, practices, and techniques in any of the following areas: public administration, human resources management, industrial technology or instruction and educational methodology which covers experience in areas such as development of curricula, preparing materials, test and measurement devices, design of instructional systems, evaluation programs to include supervision, evaluating instructors, or evaluating overall education and training programs highly desirable. Comprehensive knowledge of qualitative and quantitative techniques to apply DoD, Joint, and Air Force management engineering and manpower/personnel resource management principles, concepts and methodologies and financial management directives, concepts, procedures, guidance, and policy. Specific knowledge of Air Force or Joint Personnel assignment management practices, policies, and procedures highly desired Specific knowledge of technical training operations, policies and procedures blended with the skill in making critical decisions determining the direction and scope of technical training operations. Practical knowledge of safety and security regulations, practices, and procedures. Practical knowledge and skill of computer hardware and software (Microsoft Office applications) required to prepare correspondence, spreadsheets, etc. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. Ability to work harmoniously with individuals and groups to solve complex problems related to combined technical training and professional continuing education environments where the base infrastructure and services are not designed primarily to support technical training operations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
