Chief, Education Technology (ET) Planning and Requirements reports directly to the Air University Commander and President (AU/CC). The incumbent serves as principal advisor to the AU/CC and senior staff, providing credible, innovative, and practical strategic advice on ensuring maximum performance, stability, and sustainability of the institution's Student Information System, in order to ensure institutional data integrity and to enhance student and faculty learning and education experience.

Duties

Develop, research, and analyze strategic plans and prepare strategic briefings/reports for AU/CC and other university senior leaders on how to leverage education technology to support the continuous transformation of AU training, education, and force development programs and operations. Performs analytical studies on highly complex problems using quantitative analysis techniques for educational program evaluation. Works with internal and external stakeholders to evaluate education and training-related information technology requirements and produce high-quality, actionable information that meets the decision makers' needs. Supports the development of annual operational budgets to facilitate Air University's strategic planning. Guides activities required for collecting and analyzing data for fiscal monitoring, improvement, and accreditation purposes; facilitates the development of reports necessary for accreditation; develops and maintains relationships with internal/external constituents, peer institutions, and accrediting agencies. Develops and writes policy positions and responses in support of senior leadership program execution across Air University. Serves as a subject matter expert to USAF, Air Education and Training Command, HQ AU, and AU schools. Acts on internal and external constituents' requirements for data and/or reports. Works with senior leaders, faculty, and staff to comprehend and respond to requirement requests. Provides proactive leadership while driving change and maintaining a positive climate. Oversee management of college-level student data, including a strategy for structuring various disparate data sources for self-service reporting capabilities. Engage internal and external partners to develop data structures for storage, retrieval, and reporting of critical student, faculty and program performance data. Analyze data systems and document data elements, data flow, relationships, and dependencies. Lead to expedite completion of various assignments and/or projects. Champions and directs systematic processes with appropriate quantitative and qualitative data and metrics for evaluating and executing new efforts. Teaches, delivers workshops, instructs, and conducts briefings in areas of expertise. Provides organizational, academic, and subject matter expertise, and project support (including briefings, leading workshops and generating reports) to internal and external symposia and conferences supporting Air University mission objectives. Facilitates prudent engagement to solicit appropriate counsel from internal and external stakeholders. Contributes to the advancement of AU by representing the institution in a variety of academic and professional settings. Conducts other duties as assigned.

Qualifications

Comprehensive understanding of the education and training mission of the Department of Defense is required. Extensive executive-level experience in a large and diverse organization within private industry, especially within the IT sector, is required. Ability to communicate effectively orally and in writing. Knowledge of and skill to use a variety of research techniques to analyze, synthesize performance of Student Information System (and related systems) in support of accreditation requirements and educational processes across the university. Knowledge of IT systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT technology, security methods and principles, the feasibility of proposed new systems and applications software projects; and managing information systems and applications software processes to ensure successful integration with existing and anticipated infrastructure in the database environment. Ability to work collaboratively and harmoniously with others throughout the college and university. Ability to plan and conduct professional seminars and academic courses, and/or mentor Air University senior leaders. Ability to employ principles, practices, and applications of management including planning, organizing, directing, and evaluating institutional processes and performance. Education

A bachelor's degree in Public Administration, Business Administration, Information Technology, or a closely related field is required, Master's degree is desired.
