As a Communications Specialist at the GS-0301-13, you will be part of Retirement Services program, Office of Personnel Management. The incumbent will serve as a confidential advisor and communication specialist supporting vital communications under the guidance of the Deputy Associate Director of Enterprise Enablement (EE). The position has broad responsibility to create communications materials to be distributed to internal and external stakeholders.
Duties
Establishing and managing communication plans identifying target audiences, appropriate messages, activities, and resources needed for effective communications for change management and strategic initiatives.
Formulating communications materials from research, reports, customer service reviews, and metric organizational data to promote and announce Retirement Service's programs and accomplishments
Implementing plans, procedures, and policies relating to Retirement Service's strategic communication needs.
Designing, conducting, and evaluating innovative means to create and deliver oral and written presentations to internal and external audiences.
Participating in pre-decisional discussions with leadership and labor management discussions to document the next steps and/or develop action plans.
Qualifications
For the GS 13: You must have at least one year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the private or public sector) performing all of the following:
Crafting reports, talking points, briefings, and presentations;
Transforming technical information into easily understandable content for internal and external audiences.
Developing, coordinating, or executing a strategic communication program;
Determining necessary activities and resources for effective change management communication.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
