The Facility Telehealth Coordinator (FTC) is responsible for the planning and implementation of telehealth programs. The FTC identifies patient health care needs at the patient site (i.e.CBOC/OPC) and negotiates with Service Chiefs and Specialty Care Providers to provide the service. The role involves working with a plethora of specialists and specialty services.
Duties
The FTC must be very adept at understanding the needs and requirements of the Specialty Care Providers for the delivery of Primary Care and Specialty Care as well as the clinic adjustments needed to provide remote access to care for the veteran.
Duties include but are not limited to :
The Facility Telehealth Coordinator serves as the telehealth consultant for all aspects of telehealth use, including facilitating training of the Telehealth Clinical Technicians and providers at the CBOCs and OPCs in the VAHCS. This requires training the personnel in each facility that will provide the hands-on requirements for the interactive video encounters, in their role as educators, for individual patients and participating physicians in this realm of consultation and care.
Commensurately, the FTC ensures that personnel engaging in telehealth activities meet the competency levels required by the VISN and the VHA Office of Telehealth Services.
Provides leadership in evaluation and implementation of new clinical video telehealth and store & forward technology in coordination with the VISN Telehealth Director.
Provides consultation in the evaluation and implementation of new CVT technology in coordination with IRMS and the VISN Telehealth Director.
The FTC is responsible for proposal and implementation of pilot projects in CVT and S&F for telehealth consultation and treatment with responsibility for developing outcomes, measurement, and the collection and validation of the results of the pilots.
The FTC is responsible for establishing clinic set-up in CVT and SFT at facilities, overseeing the scheduling into these clinics, facilitating the encounters between patient and physician, and ensuring the technical integrity of the encounter. This includes implementing long new distance care models, multi-site coordination, problem resolution and ensuring the stability of the equipment during the encounter.
The FTC collaborates with the regional Office of Information & Technology and local Biomedical Engineering staff to ensure appropriate video quality specific to the type of encounter and assures availability and appropriate use of the peripheral devices necessary to conduct the encounter.
Consistently monitors utilization, fiscal impact, challenges, and outcomes of telehealth clinical applications. Seeks opportunities for appropriate program expansion, including external support and resources where indicated.
Work Schedule: Monday - Friday 7:30am-4pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/02/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Broad administrative knowledge and understanding of healthcare systems and processes, with emphasis on program planning and evaluation, resource management, communication, and public relations skills.
Proficient and experience with the technology of Clinical Video Telehealth and Store & Forward, including skills in trouble shooting and evaluation of equipment sufficient to support, with IRMS assistance, the equipment necessary for telehealth encounters.
In-depth knowledge of various VISTA reporting suites to include Ambulatory Care Reporting Project (ACRP) Reports & ACRP AD HOC Reporting, web-based reporting mechanisms including VSSC, Decision Support Service Center (DSS) reporting, Office of Quality & Performance (OQP) reports, ProClarity, Data Cubes, etc. as well as required knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.
Familiarity with public relations and demonstrated ability to effectively speak to diverse groups.
Awareness of privacy and security issues as they affect patient care delivered via clinical video telehealth and store & forward telehealth.

Physical Requirements: Work will be performed predominately in the Systems facilities and its remote service areas. Considerable travel between various remote site facilities will be expected. Some travel to other VISN sites and attendance at necessary meetings will be required.
