The Medical Administration Officer serves as the Assistant Chief of the Health Administration Service (HAS) at the James A. Haley VA Hospital, Tampa, Florida, with primary responsibility in assisting the Chief in overall supervision and management of the Health Administration Service.
Duties
The Assistant Chief has overall responsibility, along with the Chief HAS, for enrollment, eligibility, bed control, beneficiary travel, decedent affairs, transfer coordination, customer service, compensation and Pension/Special Programs, Ward Administration, HAS Software management, scheduling and clinic cancellations, insurance scanning. Major duties include but are not limited to:
Develops and implements long and short range goals and plans which includes identifying needs and potential issues in operation of the service.
Participates in overall facility strategic planning.
Manages personnel issues within HAS, which includes recommending action on hiring, promotions, selections, awards, and disciplinary actions.
Investigates employee complaints and implements or recommends appropriate action.
Assures performance standards are in place and deadlines are met for employee appraisals and competencies.
Functions as a technical expert on HAS topics which may include application of state and local laws regarding health care or the eligibility provisions of the VA.
Coordinates Access to Care, Scheduling initiatives and the Electronic Waiting List management.
Coordinates HAS activities with other services and units within the medical center, clinics, CBOCs and local community.
Manages staffing, budgeting, procuring, and training for HAS.
Develops a quality customer focused section where by personnel establishes and maintains good relations with veterans, their families, visitors and clinical and administrative employees in all Services.
Provides a safe working environment for employees.
Provides advisory service to the Executive Leadership Team.
Forecasts HAS's budget, manages and tracks expenditures, and makes recommendations to Medical Center management regarding needs, distribution or redistribution of these resources.
Responsible for full authority of fund control points for HAS.
Develops, implements, monitors, and adjusts plans to effectively and cost-efficiently accomplish the mission within budgetary constraints.
Assures staff receive appropriate training.
Participates in internal and external reviews within the facility.
Conducts scheduling audits and studies, analyzes workload and recommends additional FTEE, makes changes in work distribution, and standardizes processes through development of policies and procedures.
Functions as a facility CHOICE Champion working as a liaison with the Veteran.
Coordination of Care in the Community, and VHA Contractors related to the CHOICE program.
Responsible for the direct supervision of the Administrative Officers on Duty (AODs).

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/11/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-13 position you must have served 52 weeks at the GS-12.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Managing staffing personnel, budgeting, and resources in a medical care setting; Evaluating the productivity, efficiency and effectiveness of the medical administration functions and processes; Applying analytical methods and techniques to manage program outcomes; Interfacing with individuals at all levels of an organization; Planning and directing the activities of subordinates and managing training and support needs to assure an appropriate work environment.

Physical Requirements: Work involves duties, which are performed in an office setting in which also requires considerable walking throughout the hospital. Involves extensive use of computer/keyboard. Work may also involve some overnight travel. Work involves everyday risks, which require normal safety precautions.
