Serves as the Assistant Chief, Health Administration Service (HAS) at the James A. Haley Veterans' Hospital, Tampa, Florida, assisting the Chief in overall supervision and management of the HAS. Has operational responsibility, includes programs of: Enrollment, Eligibility, Bed Control, Beneficiary Travel, Transfer Coordination, Customer Service, Compensation and Pension Programs, Ward Administration, HAS software management, Scheduling, Electronic Waiting List management, Pre-Registration.
Duties
Major duties include:
Manages day to day operations for the Patient Processing & Benefits (PP&B) Section, Scheduling and Performance Improvement Section.
Monitors budgetary impacts of the service line including contracts, equipment, supplies, personnel, and overtime.
Provides operational support assisting in gathering and analyzing data for broader studies of organizational workforce staffing, relationships and efficiencies.
Evaluates organizational and staff environment stability to detect and anticipate potential vulnerability for safety as it effects staff and our customer, throughout the clinic setting in the facility.
Formulates and implement scheduling policies, procedures, operations, goals, processes and objectives and disseminate to scheduling staff and the facility.
Evaluates and/or assists in the evaluation of plans and their execution, identifying actual or potential problem areas.
Develops short and long-term strategies for sustainment of performance metrics within various areas of the service line.
Responsible for administrating numerous programs including enrollment & eligibility, emergency department, decedent affairs, outpatient scheduling, ward administration, and Administrative Officer of the Day (AODs).
Employee Labor Relations.
Inspires, motivates and guides others toward goal accomplishment; coaches, mentors, and challenges subordinates.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/17/2024.
GS-13 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to:
Monitoring staff production trends and workload to develop and identify possible ways to improve and streamline overall work efficiency.
Educates medical center employees and other VA personnel on the scheduling requirements and application of the data generated.
Conducts process improvement projects to identify gaps in scheduling and clinic operational processes to provide solutions.
Communicates with services in order to solve problems, coordinate training and exchange information as necessary.
Monitors and evaluates effectiveness of ongoing projects, programs, and program shortcomings which may have an adverse impact on the quality of the Scheduling data.

Physical Requirements: Work involves duties, which are performed in an office setting in which also requires considerable walking throughout the hospital. Involves extensive use of computer/keyboard. Work may also involve some overnight travel.
