About the Position: As a Senior MEDCOM Technical Manager (TM), the incumbent will plan, direct, schedule, coordinate, and execute district designs, as well as development and/or enforcement of designs for the US Army Medical Command (MEDCOM) and other Department of Defense (DoD) medical organizations.
Duties
Responsibilities of providing monthly status reports, processing ENG-93 pay estimates, and completing Contractor Performance Assessment Reporting System (CPARS) evaluations
Assists in overseeing the work of the Medical Operations and Maintenance Section in the execution of Operations and Maintenance work, minor construction, renovation, and improvement projects for a variety of medical and/or research facilities.
Serves as principle POC for DoD Military Installations that the Mobile District’s MST supports.
Establishes policy and standard operating procedures for quality, Performance Work Statement review and funding requests and approval process, in coordination with the Engineering Division leadership.
Responsible for the management, control, coordination, execution and update of The Joint Committee (TJC) Standards and DHA/MEDCOM Standard Designs for designated facilities.
Serves as a senior design manager for DHA/MEDCOM projects for designated installations.
Applies an extensive knowledge of management concepts, principles, methods and practices as well as knowledge of methods, practices, and processes associated with engineering and science disciplines.
Prepares Architectural / Engineering (A/E) statements of work for the design of medical facilities projects involving renovations, additions, and new minor construction, prepares design fee estimates.
Coordinates all O and M actions with medical facility managers and staff elements.
Monitors construction contract execution to assure ensure compliance with contract provisions and standards, and maintains current progress status data information for all assigned projects.
Serves as Contracting Officer’s Representative (COR) for assigned contracts.
Analyzes new minor construction, renovations, and improvements needed to meet new mission and environmental requirements and/or bring facilities into compliance with TJC criteria for healthcare facilities.
Manages upgrades and design changes in standards implemented by HQUSACE and other Corps Districts and coordinates changes through applicable districts.
Serves as a member and technical consultant to designate DA committees developing DHA/MEDCOM standard designs for assigned facilities.
Serves as a liaison to other districts and agencies for exporting and marketing the District's design capabilities for assigned standard designs and represents the District Commander for assigned.
Implements corporate decisions, guidance, laws, regulations, and policies associated with the development of DHA/MEDCOM Army Standards and associated products.
Coordinates the planning, design, cost engineering, execution, etc. for DHA/MEDCOM repair and O and M projects.
Requirements
- Temporary Duty travel of 25% is required.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- The Duty Location of this position is Mobile, AL. Teleworking or Remote Work may be required temporarily due to construction of a new worksite.
Qualifications
Salary Range for the GS-810-830-850-13 Series is: $115,079 - $141,638.
Salary Range for the GS-801-819-808-13 Series is: $103,409 - $134,435.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Selective Placement Factor: A Professional Engineering (PE) or Professional Architecture (PA) License is required. (NOTE: You must include a copy your license in your application package).
Specialized Experience for the GS-13:
Specialized Experience: One year of specialized experience which includes at least two of the following elements:(1) Managing medical and/or research facility SRM O&M projects for DHA/MEDCOM; (2) Providing feedback and methods to improve technical performance to section members and (3) Providing feedback for formulating and implementing engineering technical quality programs such as standards, SOP's and execution process improvements.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
