About the Position: The incumbent will serve Chief, Medical Operation and Maintenance (O&M) or Medical Construction Section, include planning, assigning, supervision and review of multi-discipline design work and construction/operation support activities performed by members of the Section to support the Defense Health Agency (DHA) and other Department of Defense (DoD) medical organizations.

Duties

Assigns work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees. Evaluates work performance of subordinates. Resolves minor complaints and disciplinary problems and recommends actions on more serious cases. Provides technical oversight and descriptions of the work to be accomplished. Prepares and/or reviews installation work plans, and statement of work, and develop clear and concise contract documents. Prepares Scopes of Work for and review of detail designs including architectural and engineering drawings, specifications, calculations, design analyses, and supplemental or complimentary documents. Coordinates with Installations, and Medical Facilities Mandatory TCX on medical facilities rules and regulations as applicable to projects. Performs and/or reviews IGE's for Construction Cost Estimates, IGE's for AE services, and reviews contractor's bid proposals. Reviews shop-drawings during construction.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A 12-month Supervisory Probationary period may be required.
  • This position has a Temporary Duty (TDY) requirement of up to 25% of the time.
  • A Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually is required.

Qualifications

Salary Range for the 0808 series is: $ 103,409 - $134,435 . Salary Range for 0801/0810/0819/0830/0850 Series is: $115,079 - $141,638. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Selective Placement Factor: This position requires registration or licensure in Professional Engineering or Registered Architect. Registration may be in any state, Guam, Puerto Rico, or the District of Columbia. If incumbent does not have the required license at the beginning of the appointment. You must be willing to obtain and maintain this license within 36 months of the appointment You will be evaluated on the basis of your level of competency in the following areas: LeadershipProject ManagementTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
