The primary purpose of this position is to assist the installation commanders in settling workplace disputes. Help with mediation policies and procedures as well as promoting the NDR program among all organizations as well-managed conflict is vital to the health of the mission.
Duties
Performs technical and administrative team lead duties over primarily professional employees on a regular and recurring basis for 25% or more of the time.
Consistently exercises independent judgement in directing and assigning work amongst employees by using determinative factors such as members' expertise, experience, competence, workload availability, work priorities, and team member functional development.
Serves as the Installation Negotiation and Dispute Resolution (NDR) Manager.
Mediates highly complex disputes that can include multiple issues, participants, and/or participant representatives.
Studies the structure and/or NDR program processes and procedures.
Advises on NDR program implementation and sustainment.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in providing frequent assessments to team members on work product, technical expertise, giving guidance and direction to correct any noted deficiencies and improve overall performance; Reviewing settlement agreements, coordinating with responsible management officials, EO director, or appropriate authorized official. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Ability to plan, organize, lead functions, mentor and motivate the staff of an organization.
2. Extensive knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing.
3. Master knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance.
4. Extensive knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition, supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas.
5. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations.
6. Ability to work with lead and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts to problem resolution.
7. Skill in interpreting and applying complex DOD, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required.
8. Ability to utilize AoP concepts and initiatives to plan, organize, and direct the functions and staff of an organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
