This position is located in the United States Department of Agriculture (USDA), Office of Homeland Security (OHS), Office of the Director (OD). The primary purpose of this position is to provide guidance and support regarding the planning and implementation of USDA's priorities, including coordinating, planning, developing, and executing special critical and/or sensitive assignments, position papers, proposals, recommendations for the OHS Director and Associate Director.
Duties
Develops, analyzes, and evaluates new or modified programs and program management policies, regulations, goals, or objectives.
Analyzes data, makes recommendations, and presents alternative plans of action to improve the organization's structure and efficiency.
Independently supports reporting and tracking systems to develop and maintain reports to facilitate monitoring of key projects.
Prepares a variety of comprehensive status reports and management summaries; develops organizational charts, milestone charts, budgets, schedules, messaging and/or division documentation, meeting notes, and other information.
Conducts analyses on unclassified information, aggregates results, identifies gaps and/or opportunities for improvement.
Provides expert knowledge of a wide range of qualitative and/or quantitative methods in order to analyze and evaluate program effectiveness and management processes and systems.
Proposes recommendations designed to achieve an increase in effectiveness, efficiency of operations and
procedures.
Duties described above are at the full performance GS-13 level; duties at the GS-11 and GS-12 levels are developmental leading to such.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-11 LEVEL:
Specialized Experience:
At the GS-11: Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience performing all of the following: (1) evaluating existing internal processes and procedures; (2) evaluating alternative tools for program evaluation and cost-benefit analysis; and, (3) analyzing and interpreting new or proposed legislation, regulations, or policies.
OR
Education: Ph.D. (or equivalent doctoral degree), or LL.M., or 3 full years of progressively higher level graduate education leading to such a degree in a field of study directly related to the work of this position. Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work.
OR
Combination: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.
FOR THE GS-12 LEVEL:
Specialized Experience:
At the GS-12: Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience performing all of the following: (1) evaluating existing internal processes and procedures; (2) evaluating alternative tools for program evaluation and cost-benefit analysis; (3) analyzing and interpreting new or proposed legislation, regulations, or policies; and (4) presenting leadership with reporting strategic planning on annual or multi-year fiscal program plans such as funding and/or programming constraints to support the decision-making process.
FOR THE GS-13 LEVEL:
Specialized Experience:
At the GS-13: Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience performing all of the following: (1) evaluating existing internal processes and procedures; (2) evaluating alternative tools for program evaluation and cost-benefit analysis; (3) analyzing and interpreting new or proposed legislation, regulations, or policies; (4) presenting leadership with reporting strategic planning on annual or multi-year fiscal program plans such as funding and/or programming constraints to support the decision-making process; and, (5) developing and implementing policies, plans, and programs impacting organizational policy and programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Equivalent combinations of education and experience are qualifying for the GS-11 level as described above.
