This Supervisory Information Technology (IT) Specialist (Division Chief) position is in the Technology Solutions Office (TSO), headed by the Chief Technology Officer, under the Department of Technology Services (DTS). The incumbent will lead the Technology Solutions Office's (TSO) Emerging Technology Division (ETD), which is comprised of the Platform Solutions Branch and the Innovation & Research Branch.

Duties

The ETD Chief is responsible for leading efforts which will result in providing new capabilities and platforms to the judiciary in support of all judiciary modernization efforts, as described within the Judiciary's IT Modernization Strategy. These new capabilities include cloud-based tools and platforms, new software development methodologies (such as DevSecOps), and consulting expertise in support of new design methodologies (such as human-centered design). Additionally, the ETD Chief will be responsible for leading all judiciary innovation efforts by establishing and managing an innovation program where emerging technologies may be leveraged to provide significant business value to the judiciary, and then assisting judiciary units with the adoption of these emerging technologies. The incumbent is expected to be an innovation evangelist, responsible for driving innovation within the judiciary by leading ETD to explore and evaluate cutting-edge technologies and their applicability to the judiciary's businesses, fostering an innovation culture in the judiciary. Duties of the position include, but are not limited to: Staying informed about emerging technologies, trends, and industry developments. (Technology Exploration and Assessment) Evaluating the potential impact of these technologies on the organization's goals and objectives. (Technology Exploration and Assessment) Collaborating with cross-functional teams to develop an innovation strategy. (Strategic Planning) Identifying areas where emerging technologies can enhance processes, products, or services. (Strategic Planning) Leading the design and execution of pilot projects to test new technologies. (Pilot Projects and Proof of Concepts (PoCs) Creating PoCs to demonstrate the feasibility and value of adopting these innovations. (Pilot Projects and Proof of Concepts (PoCs) Engaging with external partners, startups, and research institutions. (Collaboration and Partnerships) Fostering relationships to access cutting-edge solutions and collaborate on joint initiatives. (Collaboration and Partnerships) Driving organizational change by promoting a culture of innovation. (Change Management and Adoption) Working closely with stakeholders to ensure the successful adoption of new technologies. (Change Management and Adoption) Assessing risks associated with adopting emerging technologies. (Risk Management) Developing mitigation strategies and ensure compliance with security and privacy standards. (Risk Management) Acting as an ambassador for innovation within the organization. (Thought Leadership and Evangelism) Share insights, best practices, and success stories related to emerging technologies. (Thought Leadership and Evangelism)

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in IT, technology, business, marketing, or finance-related fields.
