This position is located in the Office of Recruitment, Outreach and Workforce Management (ROWM), Nursing Operations Service (NOPS), Clinical Center Nursing Department (CCND), NIH Clinical Center (CC), National Institutes of Health (NIH), U.S. Department of Health and Human Services (HHS) in Bethesda, Maryland. ROWM manages the recruitment, hiring and outreach of qualified personnel and provides administrative services supporting the staffing/ workforce management of the Nursing Department.

Duties

As the GS-610-14 Program Director for Recruitment, Outreach, and Workforce Management (ROWM), the major duties are: - Provides supervisory oversight to senior specialists with the responsibility for activities related to the management of human capital programs including but not limited to retention, recruitment, outreach, staff engagement, succession planning, workforce development, and talent management. -Assesses requirements, obtains stakeholder input, designs and implements programs and services, evaluates effectiveness, and modifies approach based on feedback and outcomes. -Serves as a liaison between the Clinical Center Nursing Department and the Office of Human Resources. -Work may also include a broad array of associated administrative projects and consultative support for the Clinical Center Nursing Department. -Represents the organization on Clinical Center-wide committees. Networks with Clinical Center Department Heads and Institute leaders and, determines the need for organizational change. -Initiates performance improvement activities involving interdisciplinary staff and formulates strategies for consideration as opportunities of improvement. -Acts as an expert resource on nursing and other health related issues in area(s) of expertise. Provides consultation, guidance, and assistance within the agency and to individuals, groups, organizations, public/private/voluntary agencies, institutions, etc., in area(s) of expertise.

Qualifications

You qualify at the GS-14 level, if you meet the following qualification requirements: 1. Degree information - A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program. Note: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools; AND 2. Licensure Requirement - Must have a current, active, full, and unrestricted license, or registration as a professional nurse from a state, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States; AND 3. NCLEX-RN - You must have passed the National Council Licensure Examination for Registered Nurses (NCLEX-RN) or you obtained licensure before the implementation of the NCLEX-RN. Individuals who have not passed the NCLEX-RN, but meet all other qualification requirements will be subject to a comprehensive evaluation of both their education and experience prior to final appointment; AND 4. Additional Qualifications - You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Managing, developing, and administering human capital programs which require an understanding of relevant human capital issues within the nursing community inclusive of community and Federal healthcare facilities. Developing and implementing policies that represent and interpret the goals, objectives, programs, and priorities of the organization. Determining the need for organizational change; initiating performance improvement activities involving interdisciplinary staff and formulating strategies for consideration as opportunities of improvement. Developing internal and external collaborative approaches to program development including performance improvement and outcomes evaluation activities including the use of benchmarking strategies and creative approaches to exchange and partnership. Directing the design of learning experiences and training to help nurses acquire, maintain, or increase their competence. Directing the coordination of activities of support staff to maximize the use of resources and efficiency of processes. Providing expert advice, technical assistance, and periodic reports regarding staffing, budget, and human resource issues. Experience with labor unions is strongly preferred.
