This position is located in the Office of Research Nursing & Protocol Coordination (ORNPC), Office of the Clinical Director (OCD), Division of Intramural Research (DIR), National Heart, Lung, and Blood Institute (NHLBI), National institutes of Health (NIH). The NHLBI DIR Intramural Clinical Research Program (IRP) is one of the largest within the NIH, supporting more than 140 clinical studies.

Duties

As a Supervisory Nurse (Research Specialist), your typical duties may include: Utilize clinical knowledge and experience to provide research-based care to individuals with blood diseases and disorders; heart and vascular disease; and pulmonary diseases disorder. Contribute to the overall goals and mission of the NHLBI OCD, actively participates in initiatives for the quality improvement of data systems and procedures. Oversee and direct the staff of the ORNPC in providing effective and professional nursing services to the clinical branches of the NHLBI DIR. Provide workload assessment and staff assignments to the supervisors who manage clinical teams across the DIR. Oversee the development and implementation of policies and procedures for the ORNPC including competencies for improved efficiency and effectiveness. Manage ORNPC communications functions, including scheduling and conducting staff meetings, and partnering the other key stakeholders within and outside the NHLBI DIR. Provide supervision and direction to a subordinate staff within the ORNPC, through multiple supervisors.

Qualifications

In order to meet the Basic Qualification Requirements for a Supervisory Nurse (Research Specialist), GS-0610, you must: have a graduate or higher-level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program. Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools. AND You must have passed the National Council Licensure Examination for Registered Nurses (NCLEX-RN). AND You must have a current, active, full and unrestricted license, or registration as a professional nurse from a state, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. AND In addition, in order to qualify for a Supervisory Nurse (Research Specialist) position at the GS-15 level, you must demonstrate at least 1 year of qualifying specialized experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: developing and implementing policies and procedures for an organization specializing in clinical research coordination and research nursing; collaborating and negotiating with physicians and investigators to determine the impact of research and clinical care on patient populations; exercising the full range of supervisory responsibilities over subordinate staff, including: planning and assigning work, setting priorities and deadlines, and evaluating work performance of employees; and directing effective and professional nursing services and study coordination, including matters involving adherence to ethical standards, protocol compliance, data management and information technology, and quality assurance processes. You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
