These Supervisory Nursing leadership positions are located at the National Institutes of Health (NIH), Clinical Center (CC), in the Department of Health and Human Services (HHS). The positions report directly to the Chief Nurse Officer and serve organizationally as either the Service Chief for the Neuroscience, Behavioral Health and Pediatrics (NBHP) service or the Nursing Operations Service.

Duties

The Service Chief directs clinical and administrative operations and oversees the development and implementation of plans, operations, and programs within the assigned units in the CCND. The Neuroscience, Behavioral Health and Pediatric service consists of 5 inpatient units, 3 ambulatory clinics, and one Pediatric Day Hospital. The Nursing Operations service consists of the Staffing and Workforce Planning Office, Recruitment and Outreach Workforce Management Office, Safety and Quality Office, Operating Room, Peri Anesthesia Care Unit, Interventional Radiology, and Sterile Processing Service. The ideal candidate will be a transformational leader and possess exceptional written and verbal communication skills. This individual should have extensive operational leadership experience in an academic medical center and a Master's degree and/or Doctoral degree in Nursing or other related field. Experience in a Magnet-designated organization is preferred. As a Supervisory Nurse (Service Chief), you will serve as the principal advisor to the NIH Clinical Center Chief Nurse Officer for issues related to hospital operations as well as clinical care across the continuum, personnel management, planning, and resource management within the service, and as a key member of the executive team overseeing strategic planning and program direction for Nursing. Duties include but are not limited to: Collaborating with NIH Institute and Center (IC) Clinical Directors to plan clinical programs to meet ongoing and emerging research program needs, assure patient safety and comfort, facilitate outcome data collection and management within the clinical setting, and improve the quality and outcomes of clinical services. Collaborating with colleagues in Nursing, the Clinical Center at large, and the NIH ICs to develop and manage policies and practices in support of the clinical research program, assuring compliance with accreditation and regulatory guidelines. Representing nursing in strategic discussions of the development and management of one or more specialized clinical programs. Advising Clinical Center senior staff on how nursing care services may impact executive-level management decisions and policies. Advising senior staff on issues/trends and other developments outside the Clinical Center that may have implications for nursing operations and specialty practice. Representing areas of specialty practice and research focus at internal and external professional forums, including national and international clinical specialty organizations, local and state collaborative groups, and during contact with representatives from various sectors of health care relative to clinical research nursing and the specific research program of care. Contributing to the development of the specialty and the field of clinical research management through scholarly activities such as presentations, publications, involvement in interdisciplinary forums, and collaborating with academic and community organizations.

Qualifications

In order to qualify for a Supervisory Nurse (Service Chief) GS-610-15 position, you must possess the following: A graduate or higher-level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. AND LICENSURE REQUIREMENTS: Possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. AND You must have passed the National Council Licensure Examination for Registered Nurses (NCLEX-RN) or you obtained licensure before the implementation of the NCLEX-RN. Individuals who have not passed the NCLEX-RN, but meet all other qualification requirements will be subject to a comprehensive evaluation of both their education and experience prior to final appointment. ADDITIONAL QUALIFICATIONS: You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: establishing and implementing unique and complex programs for nursing services; establishing best practices in nursing and patient care; leading and collaborating with hospital leadership to improve patient safety and to coordinate patient services; leading interdisciplinary teams and external stakeholders to build strategic relationships and achieve common goals; cultivating a strong workforce based on organizational goals, budget considerations, and staffing needs. You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
