Duties:
If you are selected for this position your responsibilities will include:
-Assessing, planning, directing, executing and evaluating a broad program of nursing activities in administration, practice, education and research within the pediatric program of care.
-Developing and directing a program-based clinical management structure to assure continuity in clinical operations and research support.
-Assessing, planning, implementing and evaluating nursing administration and nursing practice for the pediatric clinical areas. Identifying short term and long-term program goals in conjunction with departmental objectives, organizational strategic plan and annual operating budget. Directing the development of policies. Advising nursing executive team and CC senior leadership on issues and trends and the implication for pediatric nursing operations.
-Continuously managing program performance to assure all research requirements and patientcare needs are met. Demonstrating the synthesis of outcomes driven program performance at the unit, department and organizational level. Monitoring and managing clinical quality, customer service, and assuring research support and operational efficiency are within budgetary requirements.
- Developing, executing and evaluating structures for learning and execution of professional development and career planning that promotes professional nursing practice in clinical research.
- Supervising clinical, administrative and clerical staff, through subordinate clinical leaders, on activities related to research protocols and specialty programs. Ensuring competency completion related to program of care. Reviewing and summarizing annual performance assessments conducted by team leaders. Making final decisions for electing and hiring staff at all levels within the program of care.
- Integrating innovative design to advance the specialty of practice of clinical research nursing and the model of care.
- Collaborating with Institute and organizational stakeholders to define major subspecialties supported by the program of care, review and plan for protocols, and evaluate progress of the research and the impact on clinical operations to suggest operational changes as needed.
- Leading department and organizational strategic initiatives, programs or committee structures. Serving as an expert resource and liaison in support of shared governance committees and goals.
- Serving as an expert resource in pediatric nursing and other health and research related issues. Networking with CC Department Heads and institute leaders to determine the need for organizational changes and improvements and formulating strategies to support these initiatives.
- Representing the pediatric program of care to external entities including, but not limited to, professional organizations, societies and other institutions. Presenting pediatric research innovations, advances in clinical specialty or unit level evidenced based practice initiatives, via publications or podium presentations.

Qualifications
You qualify at the GS-14 level, if you meet the following qualification requirements:
MINIMUM QUALIFICATIONS: In order to meet the Basic Qualification Requirements for a Supervisory Nurse, GS-0610, you must: Have a graduate or higher-level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
NOTE: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
License: Possess a current, active, full and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
AND You must have passed the National Council Licensure Examination for Registered Nurses (NCLEX-RN) or obtained licensure before the implementation of the NCLEX-RN. Individuals who have not passed the NCLEX-RN but meet all other qualification requirements will be subject to a comprehensive evaluation of both their education and experience prior to final appointment.
ADDITIONAL QUALIFICATIONS: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Directing and supervising Registered Nurses, technicians, and administrative staff, managing clinical resources and support activities for a nursing program; developing the annual plan, goals, and operating budget for a nursing program; evaluating the effectiveness of a nursing program; overseeing training nursing staff in the administration of clinical programs. Collaboratively works with the Nurse Managers to evaluate staff performance and take appropriate action as needed. Tracking, monitoring, and evaluating personal services contracts to ensure they are maintained within allotted budget and that services are rendered.
