This position is located in the Office of Design and Construction (ODC) headquarters, Office of Construction & Facilities Management (CFM). The incumbent serves as a management analyst and ODC's Performance and Accountability Report (PAR) Coordinator. The Management Analyst provides routine and ad hoc analysis and reports to the ODC leaders (the Associate Executive Director, Deputy Associate Executive Director, and the other directors), on a variety of topics as needed.

Duties

The major duties and responsibilities include but are not limited to: Initiating and conducting broad analytical studies on management operations, using advanced quantitative and qualitative methods independently. Analyzing and evaluating the effectiveness of programs or operations in meeting established goals and objectives. Initiating and researching measures with industry and other government agencies to benchmark CFM performance. Developing procedures and systems for establishing, operating, and assessing the effectiveness of systems and operating programs by integrating program information for the specific area being studied. Overseeing quality and productivity in multi-mission/program organizations concerned with facilities construction. Reviewing briefings and signature documents and other quality assurance tasks as required. Serving as a subject matter expert in ODC's project/program performance tracking and measurement using established resources. Making recommendations to handle issues that may affect internal organizations or processes. Tracking and compiling information and report on ODC's Federal Acquisition Certification-Project/Project Management certification (FAC-P/PM). Organizing and planning FAC-P/PM training for ODC's project manager staff to meet organization's training goals. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/20/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: Applicants must have at least one (1) year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization at the GS-13 grade level. The specialized experience must demonstrate one year of full-time work experience, or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience). Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Examples of specialized experience would typically include but are not limited to: reviewing and reconciling large amounts of data; developing recommendations for improvements in administrative operations to promote efficiency and cost savings; sharing information and investigating facts; presenting conclusions, recommendations, alternatives and obtaining concurrence; developing alternates and resolving problems; analyzing interrelated issues of effectiveness, efficiency, and productivity of programs to develop options, recommendations, and conclusions; utilizing contacts to effectively plan and coordinate work efforts through oral and written means while settling matters involving significant or controversial issues; analyzing and reviewing major aspects of substantive, mission-oriented programs, develop long-range program plans, goals, objectives, and milestones. [NOTE: Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will also need to provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level]. This position includes a Quality Ranking Factor (QRF) - are knowledge, skills, and abilities/competencies that could be expected to significantly enhance performance in a position but are not essential for satisfactory performance. Applicants who possess such KSAs/competencies may be ranked above those who do not, but no one may be rated ineligible solely for failure to possess such KSAs/competencies. The Quality Ranking Factor is possession of Project Management in Construction, Quality Assurance/Management/Controls experience and/or certification. You will be rated on the following Competencies for this position: Analysis and Problem Solving Computer Skills Oral Communication Planning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
