About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 106th Signal Brigade Regional Network Enterprise Center, USA Signal Network Enterprise Center at Fort Huachuca, Arizona.

Duties

Manage the NEC staff engaged in executing and enforcing Army IT Portfoliio services, policies, standards, architectures, programs, plans, and budget for Information Technology (IT) issues. Utilize available resources to execute projects designed to create business value and meet organizational IT Requirements. Act as an advocate for the NEC, Senior Commanders, and Supported Commands with the Signal Brigade and 7th Signal Command (T) on provided baseline. Monitor the execution of baseline and enterprise services; sets appropriate structures and process in place to ensure delivery of C4IM services. Personally and through subordinate supervisors, prepare and present justifications for organization structure and personnel requirements to accomplish assigned mission and functions. Ensure development of and approve organizational work plans, short and long-range schedules, priorities, work assignments, and position structures to effectively carry out the work of the NEC. Establish workload priorities and initiate assignments based on the difficulty, complexity, type of work and incumbent capabilities. Provide executive leadership, guidance, and direction to ensure acquisition, development, and retention of a professional, highly capable workforce to accomplish assigned missions. Directly manage and supervise the NEC’s workforce with responsibility for managing the delivery of services and maintain cyber readiness.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must obtain and maintain a TOP SECRET Security Clearance with eligibility for Sensitive Compartmented Information (SCI) based on a T5 (or equivalent) investigation.
  • This position may be designated as Key. The position cannot be vacated during a national emergency or mobilization without seriously impairing the mission.
  • Temporary Duty Travel (TDY) is required approximately 10% of the time. Travel may be required to attend training, conferences, and other mission requirements.
  • This position is covered by the Alcohol and Drug Abuse Prevention and Control Program and incumbent must pass urinalysis testing, as required prior to appointment and periodically thereafter.
  • The incumbent is required to sign a DA Form 5019-R, (Condition of Employment for Certain Civilian Positions Identified as Critical Under the Drug Abuse Testing Program).
  • One year supervisory probationary period may be required.

Qualifications

This position is in the Supervision/Management Work Category at the Senior Work Level within the CES Occupational Structure. In order to qualify, you must meet the experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. To qualify based on your experience, your resume must describe one year or specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by managing Information Technology requirements and resource management for service acquisitions and contracts; Supervising and leading a team of Information Technology professionals in the delivery of Army IT Portfolio (AITP) and/or Information Technology Infrastructure Library (ITIL) service requirements; providing Information Technology advice and recommendations for strategic planning and enterprise initiatives; and enforcing and confirming compliance of information management plans, polices, architecture standards, and cybersecurity. Specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include completing work independently that rarely requires editing or review by others. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include resolving simple and routine problems, questions, or complaints and providing support and guidance to customers on non-routine issues; serving as a primary resource for customers, requesting assistance with complex issues when necessary; and participating in meetings and providing advice to customers in own area of expertise. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include expressing facts and ideas in a clear, concise, convincing, and organized manner; clearly conveying moderately complex ideas, concepts, and information to customers; exhibiting active listening by demonstrating understanding of audience comments and/or questions. and (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include identifying and solving problems by gathering and applying information from a variety of materials or sources that provide several alternatives; recognizing and taking action to address non-routine problems; soliciting feedback from multiple stakeholders to understand an issue or problem and accurately assess its root causes and potential solutions; seeking supervisory review where appropriate.
