Duties
Serves as an IPT/CFT lead performing IT project management duties, overseeing the requirements determination and proposal preparation process for requirements requests projects from internal and external DISA customers.
Serves as the expert in the development and execution of the DISA requirements process.
Uses managerial techniques and quantitative analysis to monitor work in progress and evaluate the status and progress of work accomplished in terms of quality, efficiency, and effectiveness in achieving objectives.
Works with stakeholders to document Analysis of Alternatives (AOAs), market research, technical courses of action, cost estimates and Business Case Analyses (BCAs).
Documents and maintains technical, cost and schedule risk assessments for assigned requirements request projects.
Coordinates with senior agency leaders and civilian technical personnel within DoD to ensure project specifications are compliant with the intent of regulatory policies, communication, software standards and with user requirements.
Utilizes complex IT principles, methods, and concepts to identify requirements and oversee the development of capabilities documents and non-material solutions.
Provides feedback to leadership and stakeholders through appropriate reports, meetings, briefings, and information papers, both formally and informally.

Qualifications
Time in Grade:
For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or higher grade in the Federal Service.
Basic Requirement:
Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. Oral Communication - briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience
Problem Solving - identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions
In addition to the basic requirement above: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-13 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience at the GS-14 grade level is defined as experience demonstrating an understanding of project management, IT principles, concepts, methods, standards, and practices to develop and interpret policies, procedures, and strategies; directing the planning and delivery of information technology services; ability to assess and apply systems design processes; integrating aspects such as system analysis, software development, and network architecture.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
