About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located in Fort Huachuca, Arizona. .

Duties

Supervises and directs a staff of senior IT specialists/action officers at the GS-11 through 14 levels engaged in the full range network enterprise programs. Plans and assigns work, sets priorities, advises on program goals and objectives, and makes decisions on work problems presented by subordinates. Sets performance standards and appraises key employees, reviews standards and assures equity of appraisals prepared by subordinate supervisors. Plans, organizes, manages, budgets, and directs accomplishment of all NetOps DoDIN-A IT functions including developing the NetOps vision and objectives within NETCOM and the Army. Develops and facilitates adherence to all IT operations and management policies within NETCOM. Reviews and evaluates DoDIN-A policies and recommends approval of new DoDIN-A IT requirements and standards to the Commanding General NETCOM, HQDA CIO/G6, and ARCYBER. Develops IT policies to facilitate capital planning with links to budget/financial management, software/hardware acquisitions and personnel management activities. Serves as a Government Technical and Managerial lead for contracts. Leads Enterprise Services and Network Operations (NetOps) Capability and Project Managers in IT System Owner sustainment and life-cycle planning, as well as budget planning and execution. These include strategic planning; requirements management; Army enterprise systems and services architectures, design and implementation plans reviews; technical standards, and GNE configuration control processes. Exercises program responsibility to supervise, manage, and provide advice on NETCOM and Department of Defense Information Network-Army (DoDIN-A) Information Technology (IT) plans, programs, and Enterprise system and services architecture activities.

• Appointment to this position is subject to a three year probationary period unless the appointee has previously met the requirements as described in DoDI 1400.25 V3005, Cyber Excepted Service, Employment and Placement.

Overseeing Information Technology contract development to ensure adherence to standards with clear and measurable Statements of Work (SOW) and Performance Work Statements (PWS); Managing budgeting and resource allocations to ensure effective support for multi-disciplinary command programs; Utilizing a Unified Network Plan and ITSM to oversee the planning, budgeting, and execution of all DoDIN-A IT requirements. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
