About the Position: Serve as a planning study manager for interdisciplinary Project Delivery Teams(PDTs) for Flood Control or for Coastal Studies. Using well-developed professional knowledge of one or more of the social, biological, physical sciences or engineering, the incumbent directs and coordinates the activities of a range of technical specialists ensuring their products meet the requirements of the study.

Duties

At the full performance you will: Direct, manage and conduct water and related land resources studies. Review study/project authorization, initial investigations and other available data. Establish, monitor and adjust the study plan as necessary to respond to the study authority for feasibility, post authorization change reports, watershed assessments and other planning studies Identify required adjustments to current year study costs and schedules based on intermediate results. Provide technical leadership to interdisciplinary Project Delivery Teams (PDTs) including representatives of a cost sharing local sponsor to formulate, develop and analyze major civil works water and related land resource projects. Prepare study conclusions and recommendations based on evaluations and in accordance with established policy, regulations, the views of local sponsor, agencies and public interest.

  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states.
  • This position has a Temporary Duty (TDY) or business travel requirement of 30% of the time.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements below: GS-11 Specialized Experience: One year of specialized experience which includes assisting senior staff with conducting water resources planning studies or projects along with analysis in one of the following areas: social, biological or physical sciences, engineering, community planning, or landscape architecture. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). -OR- Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. -OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 Specialized Experience: One year of specialized experience which includes conducting water resources planning studies or projects along with analysis in one of the following areas: social, biological or physical sciences, engineering, community planning, or landscape architecture. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12 job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
