Serves as a lead planner and capacity program manager responsible for various airport and aviation planning activities for the Office of Airports (ARP), Phoenix Airport District Office, Western Pacific Region.

Duties

Is a recognized subject matter expert in a specialized area and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. Analyzes and interprets criteria related to all aspects of airport and aviation planning.

Qualifications

Duties continued:Serves as an ADO resource for the final review of planning projects and submittal of recommendations to management for grant financial completion, including eligible final payment or recovery as appropriate. Work is typically reviewed only at completion for success in achieving planned results. Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities.Performs other duties as assigned.In addition to the basic requirement listed below in the EDUCATION section, to qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13. In addition, the applicant must have the following Specialized Experience Requirement.Specialized experience is: Experience developing or approving airport layout plans. Experience developing or reviewing planning consultant contracts and scopes of work. Experience providing advisory and technical guidance to the public on airport planning, airspace, programming, airport design standards, contract administration, and in general, on all aspects of airport project implementation. Experience providing technical guidance to staff and representing management at technical meetingsYou should include relevant examples of specialized experience in your work history. Schools must be accredited by an accrediting institution recognized by the U.S. Department of Education. Accreditation may be verified at the following website: www.ed.gov/accreditation.

Foreign education must be evaluated by a private professional organization specializing in interpretation of foreign education credentials or an accredited U.S. educational institution in terms of equivalence to a degree acquired at an American college or university. A copy of the evaluation results must be included, otherwise your foreign education will not be considered.

Basic requirements:
1. Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.

2. Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
