About the Position: U.S. Army Medical Command (MEDCOM), US Army Health Contracting Activity (USAHCA), Medical Readiness Contracting Office, East (MRCO-E), Dalecarlia Health Contracting Branch, located at Fort Detrick, MD.
This is an Acquisition Workforce Demonstration Project position.
Duties
Perform pre-award and post-award functions in the specialized area of health care contracting direct health care provider services, medical equipment and supplies, medical equipment maintenance and repair, and environmental services contracts.
Facilitate pre-award functions for procurement involving complex contracts of highly specialized, extensive new or innovative equipment systems, clinical research, and services of significant importance to the region.
Provide advice and direction to less experienced contracting professionals and Medical Treatment Facility (MTF) representatives.
Analyze and evaluate cost and pricing data elements to determine price reasonableness for major acquisitions with limited precedent data available.
Administer long-term, highly complex contracts for procurement of health care providers, medical equipment and supplies, facility maintenance, and environmental services contracts.
Administer long-term complex contracts for procurement of highly specialized, new/innovative equipment systems; clinical research; and services affecting major programs that have impact on contractors' operations and on local geographic areas.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- Selectee must meet position requirements for Contracting certification within 36 months as of entrance on duty.
- The position requires the incumbent to travel and work at an alternate duty station (TDY) for up to 10% of the work calendar year.

Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if:
(A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000;
OR
(B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes performing pre-award and or post award procurement functions within an organization; and ensuring that all contract actions taken are in compliance with applicable laws, and regulations; and developing procurement strategies for both supplies and services for the organization.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH 02).
